- This is a combined synopsis /solicitation for commercial items prepared in accordance with FAR 13.5 and the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. The NAICS code is 519190. This requirement will result in a firm fixed price contract. The period of performance will be 12 months as the Base Year with three (3) Option Years to be awarded at the discretion of the Government. The contractor shall provide unlimited web access to the Physicians Desk Reference (PDR) database and its resources in accordance with the following Scope of Work (SOW). The requirements for the services are provided below: 1.0 Scope and Requirements 1 The FDA Biosciences Library requires unlimited web access to the PDR. FDA researchers will have 24/7 desktop access. 2.0 Specific Requirements 2.1 The FDA requires online access to a resource that provides access to the following references: - RX and OTC medications from the Physicians' Desk Reference (Thousands of prescription drugs and hundreds of OTC medications) - PDR For Ophthalmic Medicines (Complete and authoritative data on specialized ophthalmic pharmaceuticals) - PDR Drug Interactions Module (Powerful tool to help find interactions data on individual drugs, drug-food, or multi-drug regimens) - PDR For Herbal Medicines, 2nd Edition (Detailed, scientifically-based information on hundreds of Herbs) - Stedman's Medical Dictionary (Includes definitions for more then 100,000 medical terms fully integrated with the PDR database for quick look-up) - Instant access to all the information contained in the PDR library of titles. Easily retrieve the entire monograph for each drug or specific data on drug interactions, side effects, dosages, uses, contraindications, and more - Frequent updates to ensure information is current - FDA-regulated drug information exclusively from PDR, the source physicians and other healthcare professionals have relied on for over sixty years. - Ability to set up subscriptions by IP authentication 2.2 For the above list, the contractor shall provide the following: a. A site license for 24/7 desktop web access with unlimited searching users. b. Usage stats 3.0 Description of Work 3.1 The contractor shall provide the FDA Biosciences Library a web search platform with unlimited searching to the PDR suite of resources. The contractor is expected to troubleshoot access as needed, but it will not be necessary to respond during non-operational hours as defined above. 3.2 Deliverables: 3.2.1 The database is hosted on the contractor's server and accessible at the researcher's desktop 24/7. It is updated daily. If a plug-in, additional software or recommended software is required for optimal use, please include specific requirements. Contractor will address any questions or problems encountered when using this product with supported software or hardware. 4. Period of Performance Pending award date, we request a 12 month site license to the PDR. The current subscription expires 12/31/2010. Pending award date, we require a 12 month subscription and the option of obtaining three Option Years. 5. Section 508 of the Rehabilitation Act The following Section 508 standards are applicable to this requirement § 1194.22 Web-based intranet and internet information and applications. § 1194.41 Information, documentation, and support. 10. Project Officer Name: Name to be provided at time of award. Location: FDA Biosciences Library, WO2, Room 3051, 10903 New Hampshire Avenue, Silver Spring, MD 20993 Cost breakdown and Pricing: Quotes received for this requirement should priced based on the first 12 months (Base Year) and separate pricing for each Option Year (three total). Invoice/Payment - Contractor must be registered in the Central Contractor Registration (CCR) site and the information should be updated as needed: Vendors must ensure that they are registered and the information that appears in the CCR is updated and correct. The FDA is not responsible for delay of payment (or interest accrued) due to incorrect accounts or information listed in the CCR. The two websites listed provide the relevant information regarding registration and updating your CCR account. Under Federal Acquisition Regulations 4.1102, "Prospective Contractors shall be registered in the CCR database prior to award of a contract or agreement." https://eupdate.dnb.com/requestoptions/government/ccrreg/ and http://www.ccr.gov/handbook.asp; Payment will be made only after satisfactory completion of concrete deliverables/service. Payment for the deliverables/services will occur only after and in the following order: a. a purchase order has been generated by the FDA contracting office. The contractor shall NOT provide service to the FDA until a purchase order has been received. This is considered an illegal procurement by the government; b. The FDA is being provided access to the resource; c. within 30 days of the FDA Office of Financial Services (OFS) having received and accepted a proper invoice as defined below. A proper invoice from the contractor shall contain the following: Invoice date Invoice name FDA account number issued by the contractor FDA purchase order number displayed in block 3 of the purchase order Description including price, quantity, discount, shipping and performance terms Tax Identification Number (TIN) Electronic Funds Transfer (EFT) and/or remittance information Company contact name, title and direct telephone number Omission of one or more of the above requirements will result in the invoice being rejected. The 30-day window for OFS to pay on the invoice will begin again once a proper invoice is received. The contractor shall address the invoice to the office noted in the purchase order.
