Description
Tactical IP/Satellite TX/RX and Store Full Motion Video System This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOpps notice is an announcement seeking market information on businesses capable of providing the product as described herein. 6th Contracting Squadron (6 CONS) is currently conducting market research to determine qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. For the purpose of this RFI the anticipated North American Industry Classification System (NAICS) Code is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, and the small business size standard is 750 employees. The 6th Contracting Squadron (6 CONS) is seeking qualified sources that can provide ideas that may support a new tactical system design which supports broadcast and reception of full motion video (FMV) from/to a hub communications systems for Joint Communications Support Element (JCSE). Using a standard Internet Protocol Satellite modem, the solution should be able to store, catalog and present video feeds, preferably in MPEG 4 formats over a client web browser, using either Multicast or Unicast transmission, as applicable. The system solution would perform as a digital video broadcast system as well as support text based chat sessions among multiple remote nodes. Broadcast from the hub would utilize DVB-S2 and some form of Time Division Multiple Access (TDMA) standard return waveform. An optimal solution for the hub would be in the smallest possible form factor meeting optimal designs while considering the most effective Size, Weight and Power (SWAP) features. Additional information and instructions include: The government encourages and appreciates responses from all capable and qualified sources including, but not limited to universities, university affiliated research centers, and private or public companies. This RFI is soliciting detailed White Papers describing current or near future capabilities in the form of hardware and software to meet the objective of a small digital video broadcast and limited data collaboration system capable of operating over any IP Satellite modem solution. The White Papers must address the full scope of development or current capabilities meeting this unique challenge. The Capability Statement should include general information and technical background describing your firm's experiences in contracts requiring similar efforts. Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point type or larger. Published literature may be any number of pages. Additionally, all interested parties should submit a Microsoft PowerPoint slide presentation, not to exceed three slides, addressing the technical aspects of the response. Two slides are to be used for a bulleted summarization of the information presented in the written submission. Figures not included in the written submission may be inserted into the space available on these slides. The third slide is to visually and succinctly indicate the new insights motivating the proposed effort, the main objectives, the underlying technical mechanisms, fundamental assumptions and limitations, key innovations, expected impact, and other unique aspects of the proposed effort. Request Capability Statements include the following: 1. Company name, address, point of contact (POC), telephone number, fax number, e-mail address, NAICS code, GSA schedules held or any other GWAC, company size (small, large business); if small, indicate type (8(a), SDVOSB, small disadvantaged business, HUBZone, minority-owned, woman-owned, veteran-owned, etc.). 2. Examples of success d. Identify current data (if any) e. Market readiness 3. Demonstrate ability to provide employees with required security clearances for configuration, implementation and testing of equipment, site survey and training to ensure the product is successfully operational. 4.
