- The Office of Thrift Supervision intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to ZixVPM Corporate 9000 - 1000 encryption service, VPN corporate Server, and Corporate ZixPort 600 to 1,000 users 1 year (including Compose). This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capability with regard to this requirement, no later than 9:00 a.m. ET, 12 November 2010. All information submitted should support the offerors capability to provide the services required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and provide clear and concise documentation indicating an offerors bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email. Otherwise, responses must be submitted via hard copy to Office of Thrift Supervision, 1700 G Street, NW, Washington, DC 20552.
