- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. This acquisition is set aside 100% for small business. The applicable North American Industrial Classification System (NAICS) code for this procurement is 334511. The applicable small business size standard is 750 employees. The government requires: Line item 0001: 2 each spectrum analyzers with the following characteristics: • Auto switching antenna technology is integral to the spectrum analyzers • Integral antenna preamplifier • Battery powered • Capable of sweeping 24 GHz per second • 15 KHz resolution • Integral video demodulators and monitors for NTSC, PAL and SECAM • Integral AM, FM, SSB and sub-carrier demodulation • Unit weight not to exceed 10 pounds Offered items shall be new; the government will not consider offers for used/pre-owned/refurbished items. Delivery and acceptance shall be at Kirtland Air Force Base, New Mexico. Required delivery date is 05 January 2011. Offers shall state prices FOB destination. The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The evaluation criterion is lowest price technically acceptable. Proposals shall include a copy of the provision at FAR 52.212-3, Offeror Representations and Certifications, or a statement that the offeror's Representations and Certifications in ORCA are current and complete on the solicitation closing date. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, is applicable to this solicitation. The following clauses cited in FAR 52.212-5, Contract Terms and Conditions-Commercial Items, apply to this acquisition: 52.204-10, 52-219-6, 52-219-14, 52-219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.223-18, 52.225-13, and 52.232-33. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, is applicable to this solicitation. The following clauses cited in DFARS 52.212, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, apply to this acquisition: 252.203-7000, 252.225-7001, 252.247-7023 Alternate III, and 252.247-7024. The Defense Information Systems Agency Acquisition Regulation Supplement clauses 52.204-9000, 52.204-9001, and 52.209-9000 are applicable to this acquisition.
