- General Notice: This is a Sources Sought Notice for Engineering & Science Services. This notice is for information purposes only and IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Research Lab, Sensors and Electron Device Division (SEDD) request capability statements from businesses concerning the potential project(s) described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. General Information: Responses are to be sent via email to tammy.l.wright1@us.army.mil (phone 301-394-0045) or hard copy to U.S. Army Research Lab,2800 Powder Mill Road, RDRL-SED-P, ATTN Tammy Wright, Adelphi, MD 20783-1197 no later than 2:00 p.m. Eastern Standard Time 15 November 2010. PROJECT LOCATION AND DESCRIPTION: The Army Research Lab, SEDD, is seeking Engineering firms with experience in High Altitude Electro Magnetic Pulse (HEMP) and its Hardening Protection Countermeasures. Projects will be in various locations on the Mid-Atlantic coast, along with the potential of OCONUS Travel to locations in Alaska, Europe, and the Asian Pacific Region. EXPERIENCE AND CAPABILITY REQUIRED Contractor shall have experience with engineering, design and implementation of countermeasures to protect against (HEMP) and its effects on Communication and/or Satellite Systems and electrical power systems. The contractor may also possess experience in building pulse current injectors for transient Electro Magnetic (EM) effects, and/or pneumatic control system. Experience shall be documented in the form of past performance of similar type work within the last ten years, current work being performed, and/or reference letters from other companies/agencies in which proven countermeasures were developed and implemented. Capabilities: The contractor shall be capable of engineering, designing, and implementing countermeasures to retrofit (approximately ten to twenty (10-20)) existing structures along with newly built structures (possibly two (2) per year). The contractor shall be capable of conducting an analysis of the task at hand and provide recommendations to mitigate all vulnerabilities discovered. The contractor shall be capable of building various pulse current injectors to meet criteria determined during the life of the contract. The contractor shall be capable of innovative and resourceful solutions to any of the tasks at hand, and future research and development efforts. Field work will be required of the selected firm. Knowledge of Mil-Std 188-125 for fixed facilities and transportable structures is beneficial. Magnitude of services is estimated to be up to $7,000,000.00 over five years.
