Description
Architect-Engineer (A-E) services are required for an indefinite-delivery indefinite-quantity (IDIQ) contract for multi-disciplined design projects specifically defined for the multi-year phased renovation of the Building 15 Laboratory facility at the Centers for Disease Control and Prevention's (CDC's) Roybal Campus in Atlanta, Georgia. This work may include work for the campus infrastructure supporting this building. This will be a competitive selection for qualified firms. The Scope of Work (SOW) will include: mechanical, controls, electrical, structural, plumbing, fire protection, and security engineering; architectural; laboratory design; interior design; pre-construction consultation; cost estimating; phased project planning; and limited civil engineering to perform these tasks. Tasks will include the design and the production of construction documents and associated cost estimating; development of the overall phasing plan for multiple design and construction projects, developing the engineering design parameters for the phased design and renovation work; building code reviews and reports; site investigations and evaluations; construction phase contract administration services; and other related general design services. The primary project types will include: repair by replacement of specific building systems, renovations and refurbishment of spaces, and building code required building modifications, all within a fully occupied laboratory facility. Design experience shall include Bio-safety Level 2 & 3 (BSL 2&3) laboratories, complex phased renovations within occupied facilities, and laboratory support offices, with an emphasis on the actual construction document production. All members of the A/E's team are required to have the ability to produce all drawing documents with AutoCAD Release 2008 Format for the design document drawings, and CDC record facility database drawings, utilizing the CDC standard CAD layers and other specific CDC CAD standards. Other project documents shall be provided with the CDC standardized software MS Office 2007 - (Word, Excel, PowerPoint), and Adobe Acrobat PDF file formats. The prime firm's principal expertise shall be Architect (NAICS 541310). The prime Firm is required to have documented BSL 2&3 experience. The submitting Firms will be evaluated based on the following criteria and associated weighted factors: (1) The Prime A/E Firm's past performance on similar projects. Provide at least three project examples and narratives to demonstrate the ability to produce design and construction documents for BSL 2 & 3 laboratory renovations, with an emphasis on renovations and phased renovations. The A/E shall demonstrate successful completion of 2 or more of the required example projects with a construction cost of $20M or greater. Demonstrate the prime firm's knowledge of the building codes, the ability to complete detailed site investigations and evaluations, ability to provide construction phase contract administration services, and to provide other related design services necessary to perform this work. Minimum responses shall include, but shall not be limited to the following: (a) Past performance on similar contracts with U.S. Government agencies, clearly maintaining defined project scope, schedules and budgets. (b) Past performance on similar contracts with other State and Local Government and private industry entities, also clearly maintaining defined project scope, schedules and budgets. (c) Demonstration of successful planning and logistics techniques in phased renovation projects while they are occupied during renovation construction. (d) Demonstrate satisfaction with the quality of work for past projects by providing past client contact names and current telephone numbers. (e) Provide Change Order cost summaries of the provided example projects, along with the aggregate project costs and any necessary explanations (f) Provide a copy of the Firm's Quality Control plan. (g) Identify all past error and omissions claims paid by the Prime A/E or the Prime A/E's insurer over the past 10 years. Weight: 35%. (2) Qualifications of the Prime A/E's Project Manager (PM), Project Team Mechanical Engineering Discipline Leader (Mech DL), Project Team Electrical Engineering Discipline Leader (Elec DL) and the Project Team Architectural Discipline Leader (Arch DL) Minimum responses shall include, but not be limited to the following: (a) Professional experience, defining the person's title and responsibility for each relevant example project provided. (b) Past shared project design experience with the Prime A/E's team and the proposed team consultants. (c) Demonstration of abilities to manage similar contracts, especially BSL 2&3 laboratory design and phased renovation projects while fully occupied during renovation. (d) Demonstration of experience in the preparation of contract documents as a Project Manager or Discipline Leader. Demonstration of this experience shall be expressed by providing past project examples, narratives, special training or education certificates, and descriptive technical competence narratives for each example project presented. Weight: 35%. (3) Proposed Individual Team Member's specialized experience on similar past projects and Organization of the proposed team. Minimum responses shall include, but not be limited to, the following: (a) Demonstrate the individual team member's past performance on similar projects. Past performance may be demonstrated by providing example relevant project examples; providing narratives demonstrating technical competence in the preparation of contract documents for BSL 2 & 3 laboratories, or other similar facilities, and particularly for projects that involved renovations. (b) Provide a complete organization chart, indicating all proposed team members presented for this solicitation (c) Provide matrix of the example projects (past or on-going) indicating the proposed team member's name and their role on those projects. The matrix should include both the prime firm's example projects, and/or PM/DL's example projects, including their past project responsibilities. Weight: 20%. (4) Location of the Prime A/E and consultants: It is highly desirable to have the prime A/E firm and their key consultants (architectural, mechanical, electrical, plumbing, fire protection, cost estimating security, interior design, structural, and civil) located in established production offices within a fifty-mile radius of the CDC Roybal Campus, 1600 Clifton Road, Atlanta, GA. The laboratory consultant is not included in the fifty-mile radius limitation. Weight: 10% This will be an indefinite-quantity indefinite-delivery-type contract and is estimated at approximately $1.25M for the first one-year period, with four one-year option periods at approximately $1.25M per year. Individual task orders will not be less than $5,000, and will not normally exceed $750,000. The Government may issue more than one task order per year. Architect-Engineer selection procedures will be used in accordance with Part 36 of the Federal Acquisition Regulations (FAR) and selection will be project specific in accordance with BSL 2&3 lab experience. Firms desiring consideration are invited to submit a letter of interest along with six (6) copies each of SF 330, Parts I and II (Part II of the SF 330, Architect-Engineer Qualifications must be provided for prime firm and each consultant firm). Section H of the SF 330 may include photographic and/or technical materials, not-to-exceed 20 pages as technical support. All SF 330s, Part II, must be current reflecting a date not more than one year from the date of this announcement. Responses are due by 2:00 p.m. (local time) on December 10, 2010.
