Description
This is a Request for Information (RFI) issued by the Department of Navy (DoN), on behalf of the Program Manager for Auxiliary Ships/Small Boats & Crafts (PMS325), for informational and planning purposes only. PMS325 is conducting market research in support of preliminary planning for the Fleet Replenishment Oiler (T-AO class) recapitalization. This is not a solicitation for proposals and no contract shall be awarded based on this RFI. No reimbursement will be made for any costs associated with providing information in response to this RFI or any subsequent information requests that pertain to this RFI. However, responses may be used in the determination of the appropriate acquisition strategy for a future acquisition. Recapitalization of the T-AO 187 Fleet Replenishment Oiler Class is part of the U.S. Navy ™s long-range shipbuilding plan. On September 17, 2010, the Navy announced that its Fiscal Year 2012 budget submission would include acceleration of the double-hulled fleet oiler T-AO(X) production from 2017 to 2014. Emphasis will be placed on compliance with environmental protection regulations, and on lowering total ownership costs (TOC) in the design and operation of the new oilers, including the use of mature, commercial technologies, and component commonality with other ships in the U.S. Navy fleet. The Navy is preparing to conduct an Analysis of Alternatives (AoA) to refine the key attributes of the T-AO(X). The AoA will conduct various tradeoff analyses to determine the optimal solution in terms of cost, cargo capacity, speed and overall number of T-AO(X)s required to meet Fleet requirements. Alternatives will examine various quantities of bulk petroleum products (JP-5 and DFM); dry stores/packaged cargo, fleet freight, mail, personnel and other miscellaneous cargo to determine the optimum cargo capacities. A range of dry cargo capacities at least 20% greater than the T-AO 187 Class should be considered. The FY11 30 Year Shipbuilding Plan indicated that the Combat Logistics Force (CLF) would transition to a force composed of only two classes of ships, the T-AO(X) and the T-AKE. The AoA will evaluate T-AO(X), when operating with a T-AKE, as a possible replacement for the T-AOE 6 Class. This RFI provides information on the Industry Day and on the solicitation of white papers for a total ship solution for the Fleet Replenishment Oiler capability. Industry Day: An Industry Day will be held in Washington, DC on November 18, 2010 to provide additional information and discussion on the T-AO 187 Class capabilities that are planned to be replaced and related plans for early industry engagement and study efforts. Attendance is voluntary and not required to respond to this RFI; however, registration is required to attend the Industry Day. Registration is free, however space is limited. Each organization is requested to limit attendance to three people. Organizations should register no later than November 10, 2010. To register submit the following information via email to taoxregistration@alionscience.com for each attendee: a.Name b.Position c.Primary Business (Shipbuilder/Design Agent/Equipment Vendor/other) d.Company e.Mailing Address f.Telephone Number g.E-mail Address A confirmation email will be sent providing additional details for the November 18, 2010 conference. Information Sought: PMS325 is soliciting white papers addressing total ship solutions that consider suitable design concepts, operational approaches, and other innovative concepts that may be applicable to the T-AO(X) program. Responses for total ship solutions shall provide a summary of: a.primary ship characteristics and capabilities, 1.A range of dry cargo capacities at least 20% greater than the T-AO 187 Class should be considered. 2.speed tradeoffs between 20 and 26 knots should be considered b.operational concept (if different than current T-AO 187 class), c.technological maturity of proposed components, d.environmental compliance aspects, e.respondent ™s experience in design, development, and production of similar/equivalent ships, f.Total Ownership Cost (TOC) reduction concepts, including but not limited to 1.energy conservation/efficiency 2.intra and inter-ship commonality with U.S. Navy fleet 3.manning/workload reductions 4.maintenance cost reductions 5.technology advancements relative to current T-AO 187 Class Respondents are requested to limit white papers to 10 pages in length, including figures. The papers should also include the following minimum information: a.name and address of the respondent b.point of contact including name, title, phone and e-mail address c.size of the respondent ™s company, average annual revenue for the past three years and the number of employees d.respondent ™s interest in potentially bidding on any solicitations related to the T-AO(X) program e.solicitation number It is desirable that data be received with unlimited rights to the Government. Nevertheless, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. Addendums shall be included in the 10 page limit. Unless expressly approved by the respondent, information submitted will not be disclosed or shared with other respondents or industry representatives. Respondents are requested to submit white papers via upload to the TAO(X) website according to the following instructions. T-AO(X) Website: The T-AO(X) website will be made available to provide additional T-AO(X) information and the ability to securely upload the white paper to the website. Responses should be submitted by 4:00 p.m. on December 10, 2010. The response file shall be in PDF format, with file name including the Solicitation Number and Your Company ™s Name. Acknowledgement of file receipt will be issued. In order to request access to the website, send your full name and email address to taoxproject@alionscience.com. You will be provided the User ID, temporary password, and website link to setup the access.
