- This is a Notice of Intent to award three (3) sole source contract modifications under contracts HSFEHQ-06-D-0487, HSFEHQ-06-D-0488, and HSFEHQ-06-D-0489, Commercial, Indefinite Quantity/Indefinite Delivery This is a Notice of Intent to award three (3) sole source contract modifications under contracts HSFEHQ-06-D-0487, HSFEHQ-06-D-0488, and HSFEHQ-06-D-0489, Commercial, Indefinite Quantity/Indefinite Delivery (IDIQ) contracts with the ability to award Firm-Fixed Price and Time and Materials task orders under the authority of FAR 6.302-1. The proposed modifications will increase the not-to-exceed amount (ceiling) of each contract by $196,523,181.00 from $453,476,819.00 to $650,000,000.00. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, the Government intends to award the sole source contract modifications to Fluor, ERPMC, and NISTAC immediately. These contracts were awarded to provide technical assistance and project management in support of on-going and future disaster operations under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5206. The technical support covers a wide geographic area and provides capability for all types of disasters with emphasis on riverine and coastal flooding, tornadoes, hurricanes, typhoons, earthquakes, and tsunamis. The expertise the incumbent contractors have gained during the performance of their individual contracts will allow for quality, uninterrupted services. Therefore, the continuance of the critical support services provided the Program renders Fluor, ERPMC, and NISTAC as the only responsible sources capable of performing this work in a timely and cost-efficient manner. *PLEASE NOTE: THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
