- This synopsis is posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Description. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) has a requirement for a Firm Fixed-Price contract to purchase educational support services in order to execute Enterprise Resource Planning (ERP) training efforts. NSWCDD is executing the task of training its workforce to use the ERP system. As a result, NSWCDD is standing up the ERP Schoolhouse to accomplish this mission. The ERP Schoolhouse will support ERP training for NSWCIH (Indian Head), NSWC EODTD (Explosive Ordnance Disposal Technology Division), and NSWCDL (Dahlgren site). The Government will furnish instructors and the training curricula while the awardee will be responsible for computer equipment, internet connectivity, classroom facilities, equipment, technical, administrative support, and all other costs of providing and operating the schoolhouse. A Request for Information was issued in regards to this requirement under N00178-10-Q-3050 on 7 June 2010. The training period lasts from 30 June 2010 through 31 December 2010. The times of schoolhouse operation are from 7:00 a.m. through 5:00 p.m. There are no training activities on Federal Government holidays. Location “ the schoolhouse must be located within the state of Virginia and no farther than 40 miles from the NSWCDL front gate. The requirement for ERP educational support services consists of the following elements. 1) A schoolhouse facility shall be provided based on an existing foundational structure in the state of Virginia no more than 40 miles from the NSWCDD front gate. The schoolhouse shall have ten classrooms with the capacity to hold a total of 23 adults. It shall include parking facilities, office space, storage capacity, break areas with kitchen, and meet local occupancy codes. 2) Classroom space shall incorporate all necessary furnishings for an effective and comfortable learning environment. 3) Information systems must be provided for the delivery of computer-based training for each student. A computer station must be provided for each instructor. The information system must accommodate standard PC software and internet connectivity. 4) Support services to operate the schoolhouse must be provided. Support personnel should include an overall Program Manager, a schoolhouse manager, an information systems support person, an administrative specialist, and a janitorial service person. The solicitation will be issued on or about 2 November 2010 under Solicitation Number N00178-11-R-3004. NAICS Code 611710 applies and the size standard is $7 million. This requirement shall be awarded in accordance with FAR Part 13.5 Test Program for Certain Commercial Items and FAR Part 12.6 Acquisition of Commercial Items. The Naval Surface Warfare Center Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/SUPPLY. The Department of Defense (DoD) and its individual agencies will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database.
