Description
This is a Notice of Intent to award a Sole Source purchase order to Sandy Cruzan, DBA: ASL Professionals, using Simplified Acquisition Procedures to procure Sign Language Interpreting Services in Seattle, WA as follows: "The Contractor shall provide Qualified Sign Language Interpreters (Qualified Interpreters) who are able to interpret effectively, accurately and impartially both receptively and expressively, using any necessary specialized vocabulary. Qualified Interpreters must possess comprehensive knowledge of English, American Sign Language (ASL), Contact Variety Sign (CVS), and Manually Coded English (MCE) in order to perform simultaneous/consecutive Sign-to-English and English-to-Sign transliteration/interpretation in a variety of settings and comprehensive knowledge of interpreting processes in order to determine the most effective means of communication for each deaf/hard of hearing employee in any environment; and Qualified Interpreters must possess comprehensive knowledge of concepts, principles, practices regarding specialized Internal Revenue Service (IRS) vocabulary, subject matter and technical or non-technical terminology; and Qualified Interpreters must at a minimum possess National Interpreter Certification (NIC) certified by Registry of Interpreters for the Deaf (www.rid.org)." The IRS intends to award a base period and four (4) one-year option periods as follows: Base period: 12/01/2010 - 11/30/2011 Option period 1: 12/01/2011 - 11/30/2012 Option period 2: 12/01/2012 - 11/30/2013 Option period 3: 12/01/2013 - 11/30/2014 Option period 4: 12/01/2014 - 11/30/2015 The IRS intends to solicit only one source pursuant to the authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement and submit proposals. All responses received by the response deadline date will be considered by the Government. A determination not to compete this requirement based upon responses to this notice or proposed contract action is solely within the descretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
