Description
1. The United States Army Contracting Command, Joint Munitions and LethalityContracting Center, on behalf of the Office of the Project Manager, CloseCombat Systems, Picatinny Arsenal, NJ is seeking sources for the acquisition ofAcoustic Hailing Devices (AHDs) in response to an Army requirement. Theestimated requirement desires approximately 6350 AHDs to be delivered startingas early as Fiscal Year 2012. 2. The AHD will be required to meet specific requirements, delineated within aGovernment Performance Specification being produced by the US Army ArmamentResearch Development and Engineering Center (ARDEC). Interested respondentsshould include detailed information in a white paper format on any currentcapabilities meeting the following key performance requirements: a. Ability to broadcast intelligible voice commands (both live and pre-recorded) and warning tones to targets at 300m, with the presence of 88dBAbackground noise at target locationb. +/- 15 degree acoustic beam width (defined as 3dB down points)c. System weight of 45 lbs (not including mounting components)d. Input power: 12-24 VDCe. Mounting system compatible with HMMWV platforms and standard vehicle turretmount/ringf. Ability to withstand military operating environments to include, but notlimited to:- Operating at -20C to +60C- Operating in a salt/fog environment- Operating in a blowing sand environment- Operating in a blowing dust environment- Operating in a blowing rain environment- Operating while being exposed to operational vibrations typical of militaryplatforms (i.e. HMMWV mounted)- Fully functional after sustaining a 1.5m drop in the packaged configuration 3. The Government is seeking those qualified sources who currently have aproduct that meets the key performance requirements as listed above, ready forproduction. No developmental items will be considered. Should a firmrequirement be solicited, the Government will require chosen vendor tosuccessfully complete a full Product Qualification Test (PQT) to be performedby the Army Test and Evaluation Command (ATEC). The Government will reservethe right to allow all, some or none of the data previously developed andcollected by contractor or Government facilities. 4. Qualified, interested sources are requested to include in their white papersubmittal, their company name, address, telephone number, point of contact,company size (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, or Service-Disabled SmallBusiness), item nomenclature, item description, and applicabledocumentation/brochure/literature. 5. Respondents shall also specifically provide/identify the followinginformation: a. Product data sheetsb. Summary of testing completed on submitted product (to include source andresults summary)c. Information about any use of vendor product(s) by the militaryd. Product Availabilitye. Current and forecasted maximum production rate 6. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE ASOLICITATION. NO AWARD WILL BE MADE AS A RESULT OF THIS MARKET SURVEY. ALLINFORMATION IS TO BE SUBMITTED AT NO COST OR OBLIGATION TO THE GOVERNMENT. TheGovernment is not obligated to notify respondents of the results of thissurvey.
