Description
Visitor's guidance for the range referenced in the satement of work. All questions from contractors and their answers. Attachments include the commander's letter and the questions and answers from all interested parties so that all contractors receive the same information evenly. A proposed site visit is in the process of being scheduled for 3 Nov. This is not a concrete date and is subject to change. I will post the confirmed site visit date/time/location once I receive it. Hill AFB is looking for Small business certified HubZone businesses (this requirement is a 100% competitive HubZone set-aside) to haul gravel on the UTTR/Dugway range IAW the Statement of Work attached. Actual solicitation is expected to be issued 1 Nov 10 in the afternoon and close on 5 Nov 10. Desired start work date is 8 Nov 10. Any questions or concerns with this pre-solicitation or site visit requests should be directed to SSgt Ashton Jones. Any questions posed will be posted as an amendment to this pre-solicitation with the answer and any site visit requests. If multiple site visits are requested a mass site visit will be conducted for all interested parties to do so at once. Hill AFB has all of the gravel to be moved. No leveling or grading is required. Roughly 47K tons of gravel to be moved. Contractor needs to be able to supply up to 10 trucks at a time for hauling. Overall period of performance is expected to be 90 days. Gas and maintenance of vehicles at contractors expense. If the trucks tear up the roads contractor is expected to repair them w/ equal quality product. Service Contract Act will apply to this requirement. Please provide worker description titles and wages with quotes. Wages must match most recent listing found on https://www.wdol.gov. Please be registered in Central Contractor Registration (CCR found at www.bpn.gov ) and On-line Representations and Certifications (ORCA found at www.orca.bpn.gov ). If you are not registered please proceed to do so while making your quote. With the start date nearing the beginning of winter, quotes submitted without the company being registered and ready to start work could result in work going to next highest quote. Evaluation of proposals are expected to be done by price only. Please orient the responses to the actual solicitation with this taken into consideration. STATEMENT OF WORK SERVICE CONTRACT FOR LOADING, HAULING AND DUMPING GRAVEL 10-26-2010 1. The contractor shall: a. Contractor must be able to start performance as early as 2 days after date of contract. Period of performance expected to be 90 days from the start of the contract performance. b. Provide manpower and all equipment (belly dump trucks and pups) needed for expedient gravel loading, hauling and dumping. No leveling or grading required. Contractor will be able to provide as many as 10 belly dump trucks at one time. c. Shall report on an as-needed basis as required by the Contracting Officer's representative at the range. Contractor expected to perform calls within 12 hours of notification not including federal holidays but may include weekends. Contractor should be aware that it may not be a full-time 40 hour a week job based off of weather and accessibility to location on the range due to missions. Expected work hours are 0700 to 1700 Monday through Thursday. d. Contractor shall load gravel from designated gravel pit on the Utah Test and Training Range (UTTR) designated by the Contracting Officer's representative at the range. Contractor will haul and dump gravel at designated points as guided by the Contracting Officer's representative. Contractor will move a total of 47,070 tons of gravel. Distance to Dugway Proving Grounds (DPG) from downtown Salt Lake City is approximately 83 miles one way. Distance from the entrance of DPG to the gravel pit is approximately 32 miles one way. Distance from the gravel pit to the location to drop the gravel is approximately 6 miles one way. Roads will either be paved or graveled. e. Contractor will adhere to all posted speed limits on DPG and the UTTR. Any and all damage caused by fault of the contractor to vehicles, roads, or any real property will be the responsibility of the contractor. In the event that damage does occur the contractor will be responsible for repairs or replacement of equal quality/quantity to replace the damaged item(s). f. All maintenance and gas for the vehicles will be paid at the contractor's expense. g. All personnel entering DPG must be U.S. citizens and will comply with the attached letter from the Air Force Detachment 1 Commander. They will receive a range safety briefing prior to performing any work on the range. Prior to arrival at Dugway, contractor will provide a listing of all personnel that will be performing work and will include name, birth date, birth location, social security number, citizenship, home and work phone numbers, height, weight, eye color, hair color, and marital status. The first day of work all personnel may be required to get a Dugway Proving Grounds badge. License, registration and proof of insurance will be required to enter the Dugway gate. h. Contractor is expected to adhere to all OSHA, DPG, AF and UTTR safety regulations.
