Description
This is a Sources Sought Synopsis announcement market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The Air Force ISRA/A7KR been tasked to solicit for and award a project for scientific and technical research and development in computational and experimental chemistry and modeling. This request for information is to gain knowledge of interest, capabilities, and qualifications of various companies to provide support. The contractor must demonstrate the capability to provide the following: (1) Atmospheric chemistry modeling, (2) computational chemistry for determining reaction rates for key chemical reactions, (3) atmospheric-environmental chemical kinetics experiments, (4) chemical production modeling of a wide variety of materials, (5) atmospheric emissions pollution modeling, (6) a US Army surety facility bailment agreement, (7) a personnel reliability program to include random drug testing of employees, (8) must have the appropriate personnel technical skills such a chemical engineering and advanced organic and analytical chemistry degrees, (9) physical and chemical analysis of environmental samples, (10) security clearances up to TS/SCI are required for this task, (11) enhanced literature search capabilities, (12) commercial and government off-the-shelf (COTS and GOTS) software, and data evaluation techniques, (13) expertise in computer programming languages and chemical engineering computer simulation software, (14) expertise in statistical plotting software applications, preferably Microsoft Windows applications, (15) maintain and control the software and hardware configuration baseline, (16) must be able to demonstrate clear and sound organizational management methods, (17) provide industry standard presentations using Microsoft PowerPoint, (18) the elements of an industry standard Quality System such as the International Standards Organization (ISO) 9000 series, (19) compliance with the National Industrial Security Program Operating Procedures Manual, and (20) travel both within and outside the US may be required as directed by the government to receive training or to support the Department of Defense mission. This Sources Sought Notice is for information and planning purposes only. It does not constitute a solicitation and is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. Additionally, no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. All small business, small disadvantage sources, and HUB Zone eligible entities should identify themselves as such. The applicable North American Industry Classification (NAICS) code is 541712. If you are seriously considering submitting a proposal when a solicitation is released, please submit a Statement of Capabilities and brief information about your company and business size. The capabilities packages should not be longer than ten (10) pages including graphics, tables, or photographs.
