- NOTE: VENDORS ARE NOT REQUIRED TO RESPOND TO THIS NOTICE The National Geospatial-Intelligence Agency (NGA) has a requirement to procure Human Development Management (HDM) support services for NGA from recruitment to retirement. The Human Development (HD) Directorate is looking to improve the end-to-end processes involved with managing people resources in the organization. The Request for Proposal (RFP) will cover NGA's requirement to improve process improvements already in place and work towards integration and optimization through Technology Insertion and Business Process Reengineering for each of the major functional areas: Human Development Management Program Support, Strategic Workforce Planning, Emergency Family Assistance Center (EFAC), Recruitment Services, Personnel Data, Benefits and Retirement Services and Office of Diversity Management and Equal Employment Opportunity. The RFP number HM0177-11-R-0003 is estimated to be issued in November 2010. Contract award is estimated for May 2011. The Human Capital Management (HDM) procurement will be conducted under full and open competition. Small Business Set-aside to be determined. The government anticipates a single award contract with a one year base period and four one -year option periods, renewable annually, but not to exceed five years. The contract performance period is expected to commence sometime in July 2011. The contract will include Firm Fixed Price (FFP)-Performance Based CLINs for each service area and Cost Reimbursable CLINs for Other Direct Costs (ODCs). NGA expects to use Best value trade off evaluation methods and acquisition procedures as described in FAR Part 15. Contract award will be made to that offeror who provides the best overall value to the Government in terms of the evaluation factors listed in Section M of the RFP. The applicable North American Industry Classification System (NAICS) code is 541612 Any projected proposal due dates and times in this synopsis and any subsequent updates are estimates only; the actual proposal due date and time will be established in the final RFP. The RFP will be available to interested parties, along with any amendments issued, solely on the Federal Business Opportunities (FBO) website (http://www.fbo.gov). For information on how to register your company on FBO, to view or receive updates and notifications to the solicitation, please reference the FBO Vendor Guide located on the FBO website home page. No paper copies of the solicitation will be furnished. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for updates/amendments to any and all documents. Prospective contractors must be registered in the Central Contractor Registration Database (www.ccr.gov), prior to award of a government contract; failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNs number. Recommend registering immediately in order to be eligible for timely award.
