Description
This is a Sources Sought notification. This shall not be construed to be an announcement of a solicitation or a solicitation. The purpose of this announcement is to seek from industry possible solutions to the required Army action as part of Market Research. The Defense Language Institute Foreign Language Center (DLIFLC) is currently conducting foreign language speaking tests according to the Oral Proficiency Interview (OPI) guidelines developed at the Interagency Language Roundtable (ILR). These OPIs are being conducted by trained raters in person, face-to-face with the examinee. The Government seeks a solution to deliver these interviews asynchronously via a web-based solution which allows a test taker to take an exam at any time and allows a rating of examinees language proficiency at a later time based on their exam responses. While many languages may be required by the Government over the life of any potential contract, initially the Government is seeking a web-based OPI solution for the following languages: (1) Pashto; (2) Dari; (3) Urdu and; (4) Spanish. Anticipated Deliverables The Contractor shall, for each language, draft two OPI test forms: (a) Test form 1: assess ILR levels 0+ to 1 (b) Test form 2: assess ILR levels 1 to 2 The Government will further require completion of a validation study for each developed web-based OPI test form that provides clear evidence of test validity and reliability to produce results similar to the face-to-face OPI process. Anticipated Features (a) Proficiency Test: Follow the structured oral proficiency interview guidelines in accordance with the ILR principles. The interview should mirror the structure of face-to-face ILR-based OPI to the greatest degree possible (see attachments). (b) Computer-administered. (c) Web-delivered. (d) Adaptive: System adapts to the test takers profile (personal interest, background information, etc.). (e) Interactive: System elicits verbal responses to questions or prompts. (f) System will generate audio files (or equivalent) of computerized oral proficiency interviews which can be retrieved at a later time. (g) Scoring: Scoring of the computerized oral proficiency interviews does not have to take place during testing, but scores should be available as soon as possible afterward. Scoring may be done by any means that statistically can be validated to be as accurate as human raters, including human raters. (h) Required systems to be compatible with Army Networks: oComputer TypePC oWindows Media Player oConventional Audio Jacks (for headphone and microphone) oWeb BrowserMS Internet Explorer oOSMS Windows XP Service Pack, Vista, and Windows 7. (i) Contractor shall provide a fully functional test delivery system satisfying DoD and Army network security requirements IAW existing regulations. NOTE: THIS IS NOT A SOLICITATION Responses for this Sources Sought Notification must be received no later than 18 November 2010, 3:00 p.m. (Pacific Time) Interested parties should send a Capabilities Statement detailing their ability to meet the above requirement. At a minimum, the description should include 1) discussion on past experience(s) with language skills evaluation testing or similar experiences 2) discussion of the general approach/solutions which would be used to meet this Government requirement and 3) anticipated timelines for development of products. Interested parties are further invited to comment on Sources Sought notification to identify any possible obstacles to successfully completing the requirements of the United States Army in this matter.
