- This is published as sole source announcement under the authority of Section 4202 of the Clinger-Cohen Act of 1996 permitting Other than Full and Open Competition 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, CECOM Contracting Center-Tobyhanna Contract Operations Division, Tobyhanna, PA 18444 intends to solicit Motorola Inc., 7031 Columbia Gateway Drive, Columbia, MD 21046 as the sole source for the upgrade of both hardware and software components of the existing Government owned Motorola Version 7.1.1 ASTRO 25 Land Mobile Radio Trunking System equipment. The current system is fully compliant with the P25, Trunking Standards. Requirements includes: utilizing the existing equipment and assigned frequencies; design, engineer, integrate, install and test all required Land Mobile Radio equipment, software and services to upgrade the current Land Mobile Radio Motorola Trunking System; relocate and install (within Tobyhanna Army Depot) the existing Quantars repeaters; and provide continued warranty, preventative maintenance, and emergency response services on the existing system, and an option to extend four (4) twelve month periods all warranty, maintenance and support services. Additional requirements include training on new features and capabilities of the upgraded system. The upgraded system will be Joint Interoperable Test Command (JITC) Approved Products list Certified and have a Certificate of Networthiness for the Army. The contractor is required to actively support the networthiness and Authority To Operate (ATO) certifications. The Government does not have the required technical data package to pursue a competitive acquisition. Motorola Inc. is the sole designer, developer and manufacturer of the existing Land Mobile Radio Trunking System, and owns the proprietary rights, hardware schematics and data rights. Due to the electronic complexities and proprietary components of the system, Motorola Inc. is the only contractor who can provide the upgrade and maintenance that will have the expertise, training and certification to install an upgrade and service the existing Land Mobile Radio Trunking System. The required period of performance is one (1) year after date of award. Any firms believing they can provide the requirements and services for the upgrade and maintenance of the existing Land Mobile Radio Trunking System should contact the Contract Specialist identified below within ten (10) days of this notice.
