Description
Statement of Work Example Pricing In accordance with the guidance of FAR 15.201 Exchanges with industry before receipt of proposals, the United States Department of State (DOS) is pleased to release the attached DRAFT Request for Proposals (RFP) for the Colombian National Police Aviation Air Services (ARAVI) contract. This publication represents an opportunity for interested parties to participate in the development of a major acquisition vehicle before its finalized release. DOS strongly encourages interested parties to review the draft RFP as well as a sample Section B (Price) and submit their comments and questions to Contract Specialist: Ms. Jamie Goewey, GoeweyJA@state.gov. In coordination with the In-Country Industry Day November 9, 2010, this will allow potential bidders the opportunity to review the SOW and the individual locations prior to the release of the FINAL RFP. Phone calls will not be accepted. Interested parties may submit comments, questions, or recommendations concerning any element or aspect of the draft RFP (Technical, Administrative, Contract, Legal, etc) until 10AM on November 15, 2010 Interested parties should bear in mind that the attached draft RFP is a working copy, which does not represent an active solicitation. DOS is not seeking proposals at this time, but rather contributions from industry to further improve and refine the acquisition vehicle and ultimately program performance. DOS anticipates release of a finalized RFP in Winter 2010 and contract award in Spring of 2011. DOS requests that Interested parties who reasonably expect to participate in the resulting solicitation provide notice of their interest by filling out the interested parties section on www.fbo.gov. Program Summary The Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL) is mandated to pursue their goals by furnishing assistance to countries and international organizations for the control of narcotic drugs, controlled substances, and other anticrime purposes, including strengthening foreign police and criminal justice systems, countering the flow of illegal narcotics, and minimizing transnational crime. INL's authorities are found in Chapter 8, Part I of the Foreign Assistance Act of 1961 (FAA), as amended.
