- This is a synopsis for a competitive acquisition as required by FAR Part 5.2. THIS IS NOT A REQUEST FOR PROPOSAL. VENDORS SHALL NOT SUBMIT PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This requirement was previously announced in fiscal year 2010 under FA7022-10-R-0023 - AFTAC Expert Scientific & Analytical Support (ESAS). The AF ISR Agency/A7KR Contracting Branch at Patrick AFB, FL announces the anticipated release of solicitation FA7022-11-R-0023 to support the Air Force Technical Application Center (AFTAC), Expert Scientific & Analytical Support (ESAS) program. The objective of the ESAS contract is to augment the Atmosphere and Space Directorate's organic technical capabilities, resources and assets to ensure detection mission readiness through advancement of detection and analysis methods, techniques, tools and systems. ESAS also supports the research and development of future systems and other advanced detection technologies to meet operational mission requirements for monitoring treaties and other directed technology applications. The ESAS contractor support shall provide scientific, engineering and analytical services. This acquisition will be conducted on an unrestricted basis, without set-aside. The applicable North American Industry Classification System (NAICS) code is 541712, Research and Development in the Physical, Engineering, and Life Sciences, with a size standard of 500 employees. It is anticipated that the solicitation will result in award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) and Time and Material (T&M) line items. The anticipated period of performance will consist of a two-year base period followed to two, two-year option periods. The Government anticipates the issuance of the Request for Proposal (RFP) in November 2010. The RFP will be available electronically on the FedBizOpps website only (https://www.fbo.gov). The requirement is noncommercial in nature and any resultant contract will be awarded based on best value analysis using FAR Part 15 procedures. Interested parties should register on-line and subscribe to receive procurement announcements related to this solicitation by entering the website at www.fedbizopps.gov. There will be no paper copies of this solicitation.
