Description
The purpose of this amendment is to provide the Government's answers to Contractor questions. The answers are as follows: 1) Q: What size is the billboard canvas? A: Each zip code location has different sizes of billboards. They range in size from 12" X 25" to 14" X 48". 2) Q: What is the payment method i.e. CLIN 0001 = each state, CLIN 0001 = all inclusive 27 billboards for 12 months? Or can we detail this in our quote? A: The award will be set up by CLIN, where each CLIN is a separate zip code. Howver, please propose a payment schedule as part of your quote. 3) Q: What is the timeline or deadline for all billboards to be installed?A: The Government has found it usually takes 4-5 weeks for installation. The period of performance will be 12 months (installation plus display time). 4) Q: What is most important? A) Highest number of viewers? or B) highest number of viewers in the focus group? A: The most important is the highest number of viewers in the focus group, which is American Indian populations. This is the reason the zip codes are so specific. 5) Q: Are these billboards intended for traffic especially or would a sports venue or Mall work as well - which would you prefer?A: In areas where there is not a billboard available, other outdoor advertising can and should be used. Some advertising could be buses or moving trucks. These work great, because they are mobile billboards. Moving trucks often travel to different states, which is an added incentive. 6) Q: Is it a requirement that the signage be lighted for night time viewing?A: It is not a requirement. Because of our demographic, some billboards are not in a geographic location that allows for lighted viewing. If you would like a copy of the picture that shall be displayed on the billboards, please email your request to Cathleen.Fraser@bia.gov. The due date for quotes is hereby extended to Thursday, October 14, 2010 at 2:00 PM EST. All questions must be submitted via email to Cathleen.Fraser@bia.gov no later than Wednesday, October 6, 2010.
