- Work includes removal, transportation, recycling and disposal of scrap material at DLA Disposition Services Iwakuni, Misawa, Okinawa, Sagami, Japan in an environmentally responsible and compliant manner. Area of coverage also includes Forward Collection Sites Kawakami, Sasebo, and Draughon Range near Misawa. Also included are de-militarizing of government property and de-manufacturing of government electrical and electronic equipment. Demilitarizing is a government term used to define the requirement and process of destroying government surplus property. The purpose is to eliminate the offensive or defensive capability inherent in the equipment and prevent further use for its intended purpose. Demanufacturing means to render specified unusable or obsolete government-owned electrical or electronic equipment completedy unusable. The equipment must be totally disassembled, shredded or destroyed. The hazardous components must be recovered and properly disposed. For scrap recycling and disposing, the contractor will be required to provide and maintain containers at the site. After the Government fills the containers with segregated, scrap material, the contractor will be called upon to remove the full containers and replace them with empty ones. There will be four price schedules, one for each DLA Disposition Services site. Offerors may bid on any one or more of the price schedules. When bidding on a price schedule, offerors must submit a price for all contract line items on the schedule. Incomplete offers will not be considered. In addition to recycling and disposal type contract line items, each price schedule will include a contract line item for de-militarizing and a contract line item for de-manufacturing. The solicitation is expected to be issued on or after December 1, 2010 with proposals due on or after January 3, 2011. The solicitation will be available for download in the Federal Business Opportunities website at https://www.fbo.gov. The solicitation will result in one or more firm-fixed price, Indefinite Delivery Indefinite Quantity contracts. An offeror may be awarded more than one schedule. Each schedule will be awarded to only one offeror. The contract will have an 18-month base period with the Government's unilateral right to exercise two 18-month option periods. This project will be performed in its entirety in the country of Japan. The contractor must possess all required permits, licenses and registrations necessary to perform the work in Japan.
