Description
INTRODUCTION The Department of the Interior (DOI), National Business Center, Aviation Management (DOI-NBC-AM) is releasing this presolicitation notice of the DOI's 2011 Variable Term (VT) Single Engine Airtanker (SEAT) Solicitation D11PS30172. All commercial aviation companies who have an interest in actively seeking business opportunities as defined by NAICS code 481212 are invited to provide comments and or suggestions relative to the proposed VT SEAT solicitation changes that are identified below. PURPOSE OF SPECIAL NOTICE This notice is soliciting comments and suggestions regarding new changes to the 2011 SEAT Variable Term contract. This announcement and its attachment identify the major changes from the current SEAT contracts. This notice is not intended to address all changes within the solicitation. When the solicitation is issued, interested offerors should read the entire solicitation. All comments and/or suggestions must identify:1)The solicitation clause number;2)Your comment or suggestion relative to the contract language; and3) Any recommended solution, if applicable, for the comment made. All comments received will be treated confidentially and will be summarized and subsequently posted to the DOI-NBC-AM web site including the Government's response. This solicitation provides for Variable Term (VT) (30/60/90/120 day) Single Engine Air Tanker (SEAT) flight services, which are fully contractor operated and maintained, in support of the DOI Bureau of Land Management and other Federal and state wildland fire suppression programs. Multiple awards will be made in order that an adequate number of sources will be available as needs arise. The contract period will be from date of award through February 28, 2012 with a Government unilateral option for two additional years. The contract requires a low wing single engine agricultural airplane with a payload of at least 800 gallons of material weighing 7,360 pounds. The Contractor shall possess a current Federal Aviation Administration Agricultural Aircraft Operations Certificate issued under 14 CFR Part 137. The solicitation will be available at this site and http://amd.nbc.gov. The number of aircraft that the Government seeks is within a range of 30-40 aircraft. It is at the total discretion of the Government to determine the number of contract awards that will achieve that goal. Summary of Changes:"There will be an additional 120 Day task order period available for ordering as well as the current 30/60/90 day periods. "Pilot qualifications will allow completed training from a recognized mountain flight school to substitute 100 hours of the 200 hour flight requirement in mountainous terrain. "All Pilots must pass an initial mission competency evaluation. Thereafter, Level II pilots must pass a recurrent mission competency evaluation every 12 months. Level I pilots must pass this recurrent evaluation every 36 months. These evaluations will be conducted in-accordance-with the Interagency Airplane Pilot Practical Test Standard administered by an AMD Pilot Inspector or designee. The PTS will be available online at http://amd.nbc.gov/library/handbooks/IAPracticalTestStandards.pdf. "Effective 1 October 2010, DOI flight evaluation intervals for pilots will be as follows: oWater/retardant application: Level II -every 12 months, Level I -every 36 months. oBecause this is a new requirement, approximately one third of the Level I pilots will be evaluated during the first year of the contract, another third during the second year, and the final third during the last year of the contract. All new pilots and Level II pilots must be evaluated annually regardless of the contract year. "Mission Currency Training Flights (MCTF) will be conducted as an overall training exercise for all aspects of SEAT operations including the dispatch procedures, loading operations, ramp management, flight operations, flight following, air-to-air and air-to-ground communications and retardant/water delivery. MCTFs for primary pilots must be conducted every 14 days while under hire, (or can be conducted in sequence with relief cycles) if no fire missions have been flown in that time period. Flight time for MCTF flights will be paid by the Government. "The Contractor must provide a written submittal in response to a Safety Management System (SMS) Components Questionnaire which will be included in the solicitation. The Contractor's submittal should consist of conditions that are currently in effect for their specific company. The contractor will provide written evidence (when applicable) or describe how the specific processes or requirements are implemented within their organization. This submittal will be evaluated with the offeror's proposal and will be incorporated into the contract. "Any known aircraft accidents incurred by your company(s) doing business under NAICS Codes 481211 or 481212. Any other aircraft accidents which have occurred under your FAA Operating Certificate will be included in the evaluation of your safety program. What constitutes an accident is defined by 49 CFR Part 830. Aircraft accident history within the last three years will be considered. "Orders for service will continue to be placed by the Contracting Officer. In conjunction with the award of the VT contracts, a ranking order list of awardees will be established, starting with the contractor who was determined at the time of contract award to be the best value to the Government. For each year of the contract, orders for service will be placed by notifying the contractor listed at the top of the ranking order list and proceeding in descending order. A guaranteed number of task orders will be placed with each contractor. The number of guaranteed task orders a contractor will receive is based upon their position in the ranking order and will be identified in the solicitation. Once all guaranteed task orders are in place, the CO will begin back at the top of the ranking order list to place any additional task orders and will continue in sequence until all task orders are awarded. The ranking order of contractors will remain the same throughout the duration of the contract period, including option years. " The anticipated issue date of the solicitation is late October 2010.
