Description
The Federal Aviation Administration, Headquarters, is hereby informing industry that it has a potential maximum five-year (one-year base period and four one-year option periods) Indefinite Delivery Indefinite Quantity (IDIQ) contract requirement to provide assistance to the FAA in its analysis of resources, systems, policies and procedures, and organizational structure and FAA's compliance with the Multi-Sector Workforce initiative and Commercial Services Management initiative. (See attached Draft Statement of Work (SOW)). Estimated size range of project: $25,000,000 - $50,000,000 for the base period, plus 4 option years. The purpose of this market survey is to solicit statements of interest and knowledge, experience and "Capability Statement" from small businesses capable of providing such services and to receive industry feedback on the draft statement of work. Responses to this market survey will be used to determine if adequate competition exists to set the requirement a-side for certified Small Economically Disadvantaged Businesses (SEDB) / 8(a) program, Service-Disabled Veteran Owned Small Business (SDVOSB), or Small Businesses in lieu of opening the acquisition up for full and open competition. Comments on the SOW - Substantive comments on the Draft SOW are welcome, but not required. Please submit any comments on the Draft SOW together with the Capability Statement. Comments on the Draft SOW are not considered part of the Capability Statement submission page limit. The government may or may not incorporate changes into the Draft SOW based on the submitted comments. RESPONSE TO THIS MARKET SURVEY: Any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational session is not a promise of future business with the FAA. Response submittals must include the following information: a) Brief description of past experience on contracts similar in size and scope to the current requirement. b) Completed Business Declaration form. See attached. Information shall be limited to no more than 3 pages. Please submit responses to the market survey by close of business (4pm, PST) on October 21, 2010. The FAA prefers that all response submittals for this market survey, including attachments, be submitted electronically to the following email at: lakeisha.wiley-bess@faa.gov.
