- The Space and Missile Systems Center (SMC), Military Satellite Communications (MILSATCOM) Systems Wing (MCSW), Los Angeles Air Force Base, CA intends to enter into a future contract for a technology risk reduction and program planning (TRR/PP) activity for the Advanced EHF spacecraft. The MILSATCOM Advanced Concepts Group is responsible for assessing warfighter requirements and recommending solutions to fulfill mission capability gaps identified in support of the Department of Defense (DoD) Joint Space Communications Layer (JSCL) Initial Capabilities Document (ICD). The subsequent DoD Materiel Solutions Assessment (MSA) is expected to consider alternative protected SATCOM architectures to meet capability gaps. Separate non-AEHF protected SATCOM alternatives are not the focus of this request. Among the MSA alternatives is an AEHF Capability Insertion Program (CIP). A CIP provides for independently developed capabilities, with phased insertion into the AEHF Program of Record (PoR) based on assessed risk. A possible MSA decision is in FY12. A decision could lead to funding and requirements. The AEHF Program of Record (PoR) is in production. Contemplated AEHF Capability Insertion Program (CIP) TRR/PP targets priority risk mitigation areas. Defined alternatives drive the need for a TRR/PP effort to execute relevant Technology and Development, and Engineering and Manufacturing Development (E&MD). This program also provides for a transition from the prior study phase into prototyping/development and into a possible future formal AEHF PoR delivery contract. The TRR/PP also preserves underlying protected SATCOM industry base and legacy Government technology investments. The size of a follow-on AEHF contract to deliver select capabilities could be in excess of $1B. The proposed TRR/PP contract would commence no earlier than February 2011 with a period of performance (PoP) of up to 36 months. The contract potentially supports Milestone A activities with select elements progressing through integrated system design. The Government may require some or all of the tasks outlined in the objectives below: - Enhancements supporting improved digital processing. These enhancements would include design and development of 90nm Application Specific Integrated Circuit (ASIC) units along with weight and power improvements to support the capabilities articulated below. The units will satisfy survivability requirements as appropriate for AEHF program. - Development of Field hardware testbed demonstration that envelope legacy and added advanced modulation modes in support of Protected Communications On The Move (PCOTM) functions and parts obsolescence. - Development of a Digital Demonstration Unit (DDU) offering risk mitigation support for PCOTM capabilities. The DDU prototype explores the feasibility of implementing new algorithms or capabilities within the AEHF size, weight, and power (SWaP) constraints. The DDU prototype would examine anti- jamming performance, new modes with higher bandwidth efficiency, wideband sub-channelization, transmission security alternatives and circuit/packet switching alternatives. - Payload software demonstrations to address PCOTM payload-terminal protocols and other capacity enhancements. - Development of capabilities to increase AEHF system capacity. These include the addition of Travelling Wave Tubes (TWTs) to increase available communications resources. - Information assurance enhancements to support parts obsolescence and updated cryptological capabilities. - Integration of a separately provided Space Situational Awareness demonstration package. - Supportive Space vehicle power, thermal and structural analyses for the above upgrades. - Supportive System engineering, performance assessment, planning, mission management and risk management building upon previous enhancement efforts. This will include a description of approach for insertion of capabilities on AEHF. This Source Sought Synopsis /Market Research announcement (per FAR Part 10) solicits information for planning purposes. This research is being conducted to identify potential sources for an AEHF TRR/PP contractor and influences the selection of a contractor for a possible follow-on E&MD, Production and Deployment. The contractor must identify skills to support the above development/prototyping and integration into the AEHF satellite system. The contractor should be familiar with protected SATCOM terminal constraints in order to offer capabilities that minimize the impact to all protected SATCOM terminals. The contractor must also possess or be able to obtain necessary personnel and facility security clearances. Interested vendors should submit a written Statement of Capability (SOC) to this office, expressing their desire and ability to meet the AEHF TRR/PP requirements. The SOC shall contain pertinent and specific information addressing the following areas: (1) Experience: an outline of previous work experience, specific work previously performed or being performed, and any relevant in-house development efforts. (2) Facilities: availability and description of facilities that may be used for SATCOM development; (3) Legacy Products: A description of products and related maturity that could offset costs and reduce product development risk, (4) Analysis Tools: availability of commercial or custom software analysis tools that are relevant to the task; (5) a statement regarding industrial security clearance and facilities to support work at the SECRET level. The Government will assess prospective sources' potential based on the qualification packages provided in the context of an overall enterprise program integration effort including space segment, terminals and mission control. Anticipated costs and risks for the development and integration of capabilities into the AEHF PoR are primary factors in defining the viability of offered products/services (Ref 10 U.S.C. 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(III)). This is a continuation effort to the ongoing AEHF CIP study currently performed by Lockheed Martin Space Systems Company, 111 Lockheed Martin Way, Bldg. 157, Sunnyvale, CA 94089. The SOC shall not exceed 20 one-sided pages in length including cover page and table of contents. Responses must be submitted in electronic form by email in MS Word 2002 or higher or PDF format and must conform to 8.5 by 11.0 inch pages, with fonts no smaller than 11 point. Artwork and tables are exempt from the 11 point font requirement but are included in the page count. Responses must be received by 5:00 pm (Pacific) within 15 calendar days of the date of this posting. This synopsis is for information and planning purposes only; it does not constitute a Request for Proposal (RFP). Information herein is based on the best material knowledge available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any cost associated with submission of a SOC. Information received will be considered solely for the purpose of determining whether any prospective credible source other than the incumbent exists. All submissions containing proprietary data should have each page containing such data clearly marked. It is the respondent's responsibility to clearly indicate what is considered proprietary data.
