Description
A fixed price mechanism is not appropriate for this requirement. Although certain elements of the requirement, such as equipment and subcontracts, can and will be procured on a fixed price basis, the complexities of providing personnel and services to enhance clinical research infrastructure are highly variable and dependent on too many external factors to accurately develop a fixed price estimate. For example, different clinical sites may have very different equipment and IT requirements thus the costs to fully develop the infrastructure at each site could vary greatly. Infrastructure and administrative costs could also fluctuate greatly depending on the number of patients anticipated at individual sites. Overall, the level of risk and number of uncertainties make a fixed price contract impractical and likely less cost effective than a cost-type arrangement. This modification is provided to extend the period of performance for the original task order award issued 09/28/2009. Due to the variable nature of indications of influenza in the general population, additional time is needed to fully develop and complete the protocols as awarded by the original task.
