- Notice of intent to Solicit Proposals Dear Prospective Offeror, The United States Postal Service intends to solicit proposals for a National Asset Recovery Program (NARP) initiative in the very near future. There will be multiple projects / awards for the NARP project and all will be advertised through the USPS eSourcing application. The purpose of the NARP initiative is to develop through a supplier/USPS partnership, processes and procedures to improve existing transportation strategies, disposition of electronic and other USPS personal property through no cost methods, decrease the amount of equipment inventoried, increase the amount of USPS personal property reused, remanufactured, de-manufactured, and/or recycled, increase USPS revenues, and most importantly, reduce the amount of waste sent to landfills. Prior to the release of the formal national RFP, the USPS is soliciting for a Proof of Concept in the USPS Southwest Area (SWA). The USPS is seeking a supplier(s) who can provide asset recovery services by way of collection and disposal of USPS surplus, obsolete and excess assets. This RFP will encompass a six month contract period of performance. The SWA will consist of two (2) designated staging areas in Texas - Dallas Ft Worth, and Houston. Our primary goal is to develop a process and procedure to improve upon the existing disposition strategies of USPS excess and obsolete personal property in the SWA. The outcome expected is a decrease in the amount of equipment that the USPS has inventoried, and an increase in the amount of USPS personal property that can be reused, refurbished, re-sold, remanufactured, de-manufactured, and / or recycled. The ultimate goal is to increase the USPS's Return on Investment (ROI), generate revenue for the USPS and do so whilst reducing the amount of waste sent to landfills.
