- Camp Leatherneck Regional Contracting Center intends to award a firm fixed-price contract. This contract will have a twelve (12) month period of performance. The contract is scheduled to commence on Nov 1, 2010, through Oct 31, 2011. There will be a base period and 4 one year Option periods, with each having a twelve (12) month period of performance. The proposed contract action is for commercial items prepared in accordance with the format in Subpart 12.6. and is for services which the Government intends to solicit as Lowest Price Technically Acceptable (LPTA) under authority of FAR 15.101-2. Regional Command Southwest (RC (SW)) has a need for a contractor to provide management, supervision, manpower, equipment and supplies necessary to provide satellite based wireless service for morale, welfare, and recreation (MWR) purposes to three (3) locations within the Helmand Province of Afghanistan. The locations are Camp Leatherneck, Camp Delaram, and Camp Dywer. The contractor shall provide to the Government all management, supervision, labor, materials, supplies, parts, tools, and equipment to provide WiFi access to multiple locations in Afghanistan via satellite services. The objective of this project is to provide an available, flexible, reliable, easily used, managed, and maintained WiFi network for eligible users. The Statndard for quality is to be specified as service to 6000 concurrent users at Camp Leatherneck, 1500 concurrent users at Camp Dwyer, 1500 concurrent users at Camp Delaram, all at a level of 10 Mbps per 512 users. Additionally, performance will require functional abilities to manage the network, such as filtering, and lock down procedures. Lastly, a realiability standard must be maintained during the period of performance. The contractor is responsible for providing all assets required for performance of the contract. The contractor is responsible for the reliability, maintainability, and quality assurance requirements of products provided. Any deficiencies noted by the COR or customer will be forwarded to the contracting officer to ensure the deficiency is corrected. A Quality Assurance plan will be utilized by the US Government to track the contractor's performance. A Contracting Officer's Representative (COR) will be appointed to monitor performance to ensure services are received as specified. The solicitation will be available on or about October 6, 2010.
