- SF-114f SF-114 SF-114c Aircraft Sales Information The FBI invites you to bid on the attached aircraft located in the Washington, D.C. area. This sale will be conducted in accordance with the General Services Administration's guidelines "Sealed Bid," and in accordance with the FPMR 101.46. The sealed bid will be issued under an Invitation for Bid (IFB) QCU-2010-005, available to prospective buyers through the mail or via Internet. The IFB will contain the item description, sale terms and conditions, item locations, inspection times, and a bid form. This IFB does not commit the Government to pay costs incurred in preparation and submission of bids for other costs incurred prior to award of a formal contract. DESCRIPTION OF AIRCRAFT are listed in Attachment A. INSTRUCTIONS: 1. A completed bid package must contain the following: Standard Form (SF) 114, Section "BID" completed by Bidder (Attachment B). One copy of the SF114 is required to have an original signature (in blue ink). All amendment(s) to the solicitation must be acknowledged. The package shall be forwarded to FBI Academy, Attn: Theresa M. Powell, HRT Building, BID NO: IFB-QCU2010-005, Quantico, VA. Bid packages shall be submitted by 11:00 AM, EDT, October 4, 2010. 2. All questions and request for additional information regarding this IFB must be received, in writing, NOT LATER THAN November 22, 2010, 11:00 AM, EDT via Internet to Theresa.Powell@ic.fbi.gov. All information relating to this IFB, including pertinent changes/amendments and information will be posted on web-site: www.fbo.gov - identified as IFB-QCU2011-001. All bids are due by 11:00 AM, December 20, 2010. Facsimile transmission of bids are not authorized. 3. Minimum bid is to start at $70,000.00. A bid deposit is not required. NOTICE OF PRE-BID SITE VISIT: A pre-bid site visit will be conducted at Manassas Regional Airport, Manassas, VA and Point Muga, CA, on December 1, 2010, from 10:00 AM EST to 4:00 PM, EST (Manassas location) and December 2, 2010, 10:00 AM PT to 4:00 PM, PT (Point Muga, CA location) for the purpose of a briefing on the bid requirements, answering questions regarding this solicitation, and conducting a site visit. All interested offerors and their major subcontractors are encouraged to attend the pre-bid site visit. Bidders are advised that index cards will be handed out at the site-visit so written questions may be submitted and answered. However, information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specification remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the conference will be made and furnished to all prospective bidders via posting to the FBO web-site. DISPOSITION OF UNSUCCESSUFL BIDS. In compliance with the Federal Acquisition (FAR) part 4.8, the Government will retain one copy of all unsuccessful bids. The Government will destroy extra copies of unsuccessful bids. No destruction certification will be provided. BIDS/INVITATIONS: 52.214-5 SUBMISSION OF BIDS (MAR 1997) (a) Bids and bid modifications shall be submitted in sealed envelops or packages (unless submitted via electronic means): 1) Addressed to the office specified in the solicitation, and 2) showing the time and date specified for receipt, the solicitation number, and the name and address of the bidder. (b) Bidders using commercial carrier services shall ensure that the bid is addressed and marked on the outermost envelope or wrapper as prescribed in subparagraphs (a)(1) and (2) of this provision when delivered to the office specified in the solicitation. ( c) Telegraphic bids will not be considered unless authorized by the solicitation; however, bids may be modified or withdrawn by written or telegraphic notice. (d) Facsimile bids, modification or withdrawals will not be considered unless authorized by the solicitation. (e) Bids submitted by electronic commerce shall be considered only if the electronic commerce method was specifically stipulated of permitted by the soliciting. ADD: (f)(1) Due to national security and safety issues, the FBI's receipt of Bids and the conducting of public Bid openings have been revised. Bidders are prohibited from delivery of Bids to any FBI facility. In addition, until further notice, the only acceptable means for submitting a Bid will be through the United States Postal Service (USPS). The Bidder shall be responsible for ensuring that the Bid is sent either by registered or certified mail post marked by a USPS via Hand Stamp clearly showing the date of receipt by the USPS and Post Marked not later than the due date for receipt of the Bid. Further, the Bidder must also obtain a USPS Hand Stamp on a copy of the Bidder's submission letter. This document and any other documents or forms identified in the solicitation, e.g. Standard Form 114 and 114C must be transmitted to the FBI Contract Specialist by the due date for the Bid. Any Bid sent to the FBI without having transmitted the facsimile copy of the submission letter, inclusive of the USPOS Hand Stamp, to the FBI Contract Specialist by the due date will be considered late. For the convenience of all Bidders, the facsimile copy will b accepted by the respective Contract Specialist until but not later than midnight on the bid due date for receipt of the Bid. (2) The term "Postmark" means a printed stamp, or otherwise placed impression (exclusive of a postage meter machine impression) that is readily identifiable without further action as having been supplied and affixed on the date of mailing by employees of the Unites States Postal Service. Therefore, Bidders should request the postal clerk to place legible hand cancellation bull's-eye postmark on the envelope or wrapper, the submission letter and the receipt. (3) Bidders are hereby notified that their Bids will be received from the USPS at an FBI off-site location and that these Bids may be opened for security/safety reasons and will be resealed and forwarded to the FBI Contract Specialist shown on the address label. The FBI recommends that all Bids be page numbered and stated in the submission letter as to how many pages are included in the Bid submission. (4) The FBI will conduct a recording of the bids received via facsimile the next business day following the Bid Closing Date and will contact each of the Bidders following the recording of the bids. 52.214-7 LATE SUBMISSIONS, MODIFICATIONS, AND WITHDRAWALS OF BIDS (NOV 1999) (a) Bidders are responsible for submitting bids, and any modifications or withdrawals, so as to reach the Government office designated in the invitation for bids (IFB) by the time specified in the IFB. If no time is specified in the IFB, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that bids are due. (b) (1) Any bid, modification, or withdrawal of a bid received at the Government office designated in the IFB after the exact time specified for receipt of bids is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late bid would not unduly delay the acquisition; and- (i) If it was transmitted through an electronic commerce method authorized by the IFB, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of bids; or (ii) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of bids and was under the Government's control prior to the time set for receipt of bids. (2) However, a late modification of an otherwise successful bid that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted. (c) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the bid wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel. (d) If an emergency or unanticipated event interrupts normal Government processes so that bids cannot be received at the Government office designated for receipt of bids by the exact time specified in the IFB and urgent Government requirements preclude amendment of the IFB, the time specified for receipt of bids will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. (e) Bids may be withdrawn by written notice received at any time before the exact time set for receipt of bids. If the IFB authorizes facsimile bids, bids may be withdrawn via facsimile received at any time before the exact time set for receipt of bids, subject to the conditions specified in the provision at 52.214-31, Facsimile Bids. A bid may be withdrawn in person by a bidder or its authorized representative if, before the exact time set for receipt of bids, the identity of the person requesting withdrawal is established and if the person signs a receipt for the bid. (End of provision) 52.214-9 FAILURE TO SUBMIT BID (JUL 1995) (a) Recipients of this solicitation not responding with a bid should not return this solicitation, unless it specifies otherwise. Instead, they should advise the issuing office by letter, postcard, or established electronic commerce methods, whether they want to receive future solicitations for similar requirements. If a recipient does not submit a bid and does not notify the issuing office that future solicitations are desired, the recipient's name may be removed from the applicable mailing list. (End of provision) 52.233-2 SERVICE OF PROTEST (AUG 1996) (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from Ms. Deborah R. Broderick Chief Contracting Officer Federal Bureau of Investigation Room 6823, 935 Pennsylvania Avenue, N.W. Washington, D.C. 20535-0001 (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. IMPORTANT: Due to national security and safety issues, the FBI's receipt and conduct of public bid openings has been revised. Bidders are prohibited from delivering bids to any FBI facility. Until further notice, BIDS SHALL BE SUBMITTED THROUGH THE UNITED STATES POSTAL SERVICE (USPS) BY THE SPECIFIED DUE DATE AND SPECIFIC BID DOCUMENTS SHALL BE FAXED TO 703.635.3574 NO LATER THAN 12:00 MIDNIGHT ON THE SPECIFIED BID DUE DATE. Regarding the mailing of the bid, each Bidder shall be responsible for ensuring that his/her Bid is sent by either registered or certified mail, postmarked by the USPS via Hand Stamp clearly showing the date of receipt by the USPS and postmarked, no later than the due date and time for receipt of the Bid. Further, the Bidder must obtain a USPS postmark on a facsimile cover letter and must use that cover letter when submitting the following documents/information to facsimile number 703.632.3574 prior to 12:00 midnight on the bid due date: (1) Completed Standard Form (SF) 114; acknowledgement of all Amendments, if not clearly identified on the SF 114; (2) Pricing Information; including line items and total pricing; if not clearly identified on the SF 114; and, (3) Fully executed Bid Bond (Standard Form 114F). ANY BID SENT TO THE FBI WITHOUT HAVING TRANSMITTED ALL REQUIRED INFORMATION BY FACSIMILE TO THE FBI CONTRACTING OFFICER BY THE BID DUE DATE SPECIFIED IN THE DOCUMENTS SHALL BE CONSIDERED LATE AND NON-RESPONSIVE. AWARD: Award of the bid will result in a binding contract with terms and conditions that do not vary from the attached SF-114C (Attachment #2). Any bid that fails to conform to the essential requirement of the IFB shall be rejected. Award will be made to the responsible bidder offering the highest price. ATTACHMENTS: 1. STANDARD FORM 114 2.
