Description
This is a Request for Information (RFI) for project planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation (Reclamation) is seeking information from industry to be used for the development of specifications and the Statement of Work (SOW) for the repair and replacement of the trash racks at Parker Dam. The Parker Dam power plant is located near the left abutment of the Dam facing upstream. Water flows to the power plant and passes through a fore bay inlet trash rack structure into an excavated fore bay channel, and then through the penstock intakes which is equipped with individual trash racks. None of the existing trash racks have provisions for regular cleaning. The accumulation of current and expected debris will increase alongside with the infestation of quagga mussels and aquatic plant life. As a result, the need of a trash rake cleaner is required at the forebay inlet structure which will provide the necessary requirements to; execute in cleaning the trash racks bars by removing accumulated quagga mussels/aquatic plants, alleviate low flow velocities, and retrieve collected debris. Debris removal will be most effective at this location. The existing trash rack roadway is 236 feet-long, 12 feet 4 inches wide and with a maximum weight load of 10 tons. The trash rack structure is comprised of 12 bays, each section have two sets of trash racks. Each section is 61 feet high and 8 feet in width. A 24 inch concrete wall separates each trash rack section. There are 16 trash bars for each rack, measuring at 6" x ?" and evenly spaced at 5 inches. Interested parties may include, but are not limited to, vendors and both commercial and government customers. A draft sketch, drawings, photographs, and a list of materials for the trash racks will be provided upon request. Response to RFI should include:1.Name, address and contact information of party submitting a response to the RFI.2.Description of vendor capabilities and commercial terms and conditions.3.Comments, suggestions, questions related to the fabrication, materials, drawings, and timeline for installation.4.Expected long term life of system under both manual and automation scenarios if applicable. 5.System performance in Parker environment; i.e., in an average ambient temperature of 110?F during the summer months, lows in the 20?F in the winter, dry, high winds, etc.6.Concept of how debris and trash will be removed while minimizing roadway obstruction.7.General concept for removing quagga muscles between trash rack bars.8.Rough estimates or order-of-magnitude for the fabrication, installation, and annualized long term O&M of a trash rack cleaning system for budgetary purposes only.9.Rough timeline or order-of-magnitude for installation of trash rack cleaning systems. This RFI is issued for information only. Respondents are advised that Reclamation is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted under this RFI. Responses are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI are to be submitted no later than November 24, 2010. All responses to this RFI shall be submitted to Shawn Smith /LC-10218, Procurement Technician, P. O.
