- The Department of Veterans Affairs, Office of Franchise Oversight, intends to negotiate a sole source purchase to Toivola, Donald (VA 389-11-RQ-0003) for IT services and support in accordance with FAR 6.302-5 (Authorized or Required by Statute - Public Law 109-461 Veterans Benefits, Health Care, and Information Technology Act of 2006 and Executive Order 13360). This is for the support of the Centralized Accounts Receivable System and Centralized Accounts Receivable On-line System (CARS/CAROLS) used by Department of Veterans Affairs, Debt Management Center. Interested parties may identify their interest and capability by responding to the requirement or by submitting a proposal. This Notice of Intent is not a request for competitive proposals. However, the government will consider all proposals received within five (5) days after date of publication of this synopsis. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offers may be submitted via email to robin.matteson@va.gov. The anticipated award date is November 22, 2010.
