- HDEC02-11-R-0002: Fresh Fruits and Vegetables for 51 commissaries located in Area 2 of DeCAs West Region. CLASSIFICATION CODE: 8915 NAICS: 424480 Fresh Fruit and Vegetable Merchant Wholesalers Contractor is to provide delivery of Fresh Fruits & Vegetables for resale to 51 commissaries Utah, Montana, Idaho, Washington, Alaska, Oregon, California, Nevada, Arizona, and Hawaii that are assigned to the Defense Commissary Agencys (DeCA) West Region. Area 4 and Area 6 are listed below. Area 4 includes two groups that are geographically grouped as follows: Group 1: (9 Commissary Locations) Bangor NSB, WA; Bremerton NS, WA; Fairchild AFB, WA; Ft. Lewis, WA; Malmstrom AFB, MT; McChord AFB, WA; Mountain Home AFB, ID ; Smokey Point, WA; Whidbey Island, WA Group 2: (5 Commissary Locations) Anchorage, AK; Eielson AFB, AK; Ft. Greely, AK; Ft. Wainwright, AK; Kodiak, AK Area 6 includes three groups that are geographically grouped as follows: Group 1: (10 Commissary Locations) Beale AFB, CA; Dugway PG, UT; Fallon NAS, NV; Ft. Hunter-Liggett, CA; Hill AFB, UT; Lemoore NAS, Ca; McClellan AFB, CA; Moffett Field NAS, CA; Ord Community, CA; Travis AFB, CA Group 2: (22 Commissary Locations) Barstow MCLB, CA: Camp Pendleton, CA; China Lake, CA; Davis Monthan AFB, CA; Edwards AFB, CA; El Centro NAF, CA; Ft. Huachuca, AZ; Ft. Irwin, CA; Imperial Beach, CA; Los Angeles AFB, CA; Luke AFB, AZ; March AFB, CA; Miramar MCAS, CA; Nellis AFB, NV; North Island NAS, CA; Port Hueneme NCBC, CA; San Diego NS, CA; San Onofre, CA; Twentynine Palms, Ca; Vandenberg AFB, CA; Yuma MCAS, AZ; Yuma PG, AZ Group 3: (5 Commissary Locations) Barbers Point NAS, HI; Kaneohe Bay, HI; Pearl Harbor NB, HI; Schofield Barracks, HI; Hickman, HI A single solicitation containing two geographical areas will be issued. Area 4 will be solicited as two groups, 1 and 2. Area 6 will be solicited as three groups, 1, 2, and 3. Each group will be evaluated separately and each group awarded on an all or none basis. The Government will award one or more contracts resulting from this solicitation based on the evaluation criteria using the best value, tradeoff procedures. A Requirements Type contract is contemplated. The base period of performance shall commence approximately April 1, 2011 for 24 consecutive months plus three 12-month option periods. The SIC code is 8915 and the NAICS code is 424480 for this requirement with a size standard of 500 employees. The RFP will be released on or about November 17, 2010. This solicitation will be issued as a 100% small business set aside.
