- The Mission & Installation Contracting Command (MICC), on behalf of the US Army Garrison (USAG), Fort Belvoir, VA, has a requirement for a proprietary online license/subscription to LeadsOnline TotalTrack Plus with Metal Theft Recovery, supplied by LeadsOnline. This software solution is license based, and in this instance the vendor will be providing for 8 user licenses (for 8 CIDC offices) with a Period of Performance from 30 November 2010 through 29 November 2011. The LeadsOnline TotalTrack Plus with Metal Theft Recovery will provide the CIDC offices the capability to search 24-36 months of pawn, secondhand, and internet drop-off store transaction records regionally throughout all ajoining states, enter search criteria one time and have the system continuously search databases for weeks or months after the initial investigation, tag suspects so other agencies can contact the investigator and compare notes, provide for 260 million records from thousands of pawn, secondhand, and internet drop-off stores across all states, as well as access to eBay First Responder Service (FRS) to view eBay information made available solely to law enforcement investigators. There are additional features with this solution as well including NCIC/State Crime Info Center feature, Real-Time Ticket Assistant, and PowerPlus, providing capability to search all transaction records from participating metal recyclers in the United States. The subject requirement is in support of the Criminal Investigation Command (CIDC). MICC intends to limit sources considered to LeadsOnline, 15660 Dallas Parkway, Ste 800, Dallas, TX 75248-3324. LeadsOnline is determined to be the only source deemed capable of fulfilling the requirement due to the unique nature of the requirements as provided by CIDC. This notice of intent is not a request for competitive quotes. Vendors may submit a capability statement, proposal, or quotation, which shall be considered by the requiring activity. Any vendor that believes it can provide the stated capability within the established timeframe is invited to submit written notification to the contract specialist below no later than 15 November 2010 at 10:00AM EST. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability within the established timeframe. Information can be sent to the Contract Specialist, MICC ATTN: C E John Hoddinott, 9410 Jackson Loop, Suite 110, Fort Belvoir, VA 22060-5116. No telephone responses will be accepted. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
