- PHILADELPHIA VA MEDICAL CENTER - PBX MAINTENANCE SERVICES Important notification: This acquisition is being conducted under FAR 13.5, whereby simplified acquisition procedures apply, and any appropriate combination of the procedures in FAR Parts 12, 13, 14, and 15 may be used at the discretion of the contracting officer. The Philadelphia Veterans Affairs Medical Center (PVAMC) plans to be soliciting for qualified firms capable of providing maintenance support of the Nortel Meridian 1 Option 81C PBX (Private Branch Exchange). This procurement is 100% Set-Aside for Small Businesses. The contractor shall provide (PBX) maintenance and follow-on services for the Department of Veterans Affairs facilities in the Greater Philadelphia and Southern NJ geographic area. The contractor shall furnish all personnel, equipment, tools, materials, transportation, management, supervision, and other items and services necessary to perform all telephone system maintenance tasks and functions. The system supports approximately 3,500 telephones. The contractor shall provide services for maintenance of the existing PBX telephone system, including: instruments, cable plant, battery backup, system alarms and all interfaced ancillary systems (voice mail, automated attendant, telecommunications management, etc.). Services will also include telephone system security, documentation, inventory control, preventive maintenance schedule including battery backup system, a seven day, twenty-four hour contact center for emergencies, routine maintenance, and follow-on service. The contractor will accomplish all voice/data cable connections and additional cable requirements, including Moves, Adds, Changes (MAC) requested by PVAMC staff. The contractor shall submit pricing for two (2) full-time on-site certified technicians, and one Hourly Rate certified technician. The following requirements must be met by firms in order to be considered for award of the subject contract: 1.Firm must be registered in the Central Contractor Registration (CCR). 2.Firm must have certified technicians that are fully qualified to service and maintain the Nortel Meridian 1 Option 81C PBX System. 3.Firm must be a Small Business as per NAICS code 811213 "Communication Equipment, Repair and Maintenance" and Small Business Size Standard $7.0 Million. 4.Firm must be willing and capable to service the Greater Philadelphia/Southern NJ Geographic Area. The planned date to issue the forthcoming solicitation is approximately November 22, 2010; however, that date is subject to change. All responses to the solicitation shall be directed to the Contracting Officer.
