- THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL IT IS A PRE-SOLICITATION NOTICE. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible business firms capable of performing Design-Build construction services for two battalion Operation Complexes, in Camp Lejeune, North Carolina area. The estimated budget for this project is $112,000,000.00. This is an unrestricted full and open acquisition. The appropriate NAICS Code is 236220. This will be a Two-Phase Design-Build (DB), Best Value Source Selection (BVSS) solicitation. When the actual solicitation is issued, plans and specifications will be available from either www.fbo.gov or https://www.neco.navy.mil websites during Phase II. This project consists of two separately-funded MLCON projects merged as a single contract to design and build the facilities and infrastructure necessary to support the 2D Intelligence Battalion and the 2D ANGLICO Company within II MEF Headquarters Group (MHG) area being developed at the North Wallace Creek area of MCB Camp Lejeune, NC. This project will be executed in a manner that allows for the near-future expansion of the complex for the 2D Radio Battalion and other MHG support facilities. Funding for these projects is contained in two FY ™11 MLCON projects, P-1034 & P-1240, consisting of seven (7) new structures totaling approximately 252,000 square feet. Included are the following facilities: P-1034:Building SF Battalion/Company Headquarters Building w/Battalion Aid Station (2-story)86,450 Operations Control Center (SCIF, 2-story)63,800 Supply Warehouse (single story)34,500 Motor Transport Maintenance Shop (single story)9,290 HAZMAT Storage Shelter (single story)1,000 Sub-Total, P-1034:195,040 P-1240:Building SF Company Headquarters Building (2-story)34,610 Supply Warehouse/Elec. Comm. Maintenance (single story)12,060 Motor Transport Maint. Shop (single story)9,290 HAZMAT Storage Shelter (single story)1,000 Sub-Total, P-1240:56,960SF Sitework construction includes clearing, roads, sidewalks, surface pavements for POV and tactical vehicle parking, washpads, oil-water separator(s), security fencing and gates, turf, landscaping and other site improvements; grading and drainage, utilities and site lighting. Utilities include potable water, sanitary sewer, natural gas, electrical power and telecommunications. Demolition of Building 445 at a separate site will be accomplished as a part of this project. A 600-vehicle, multi-story parking garage is included as a Bid Option. The Contractor shall be responsible for obtaining all permits. The proposed layout for the site is configured to avoid impacting nearby wetlands and embankments. New facilities and pavement areas shall be configured in conformance with standoffs under current AT/FP criteria. Development in this area avoids placing the facilities within the limits of a nearby landfill, closed in the 1950 ™s. The site for this project lies north of a proposed new four lane base entrance highway, extending east-west across the Wallace Creek area. This roadway is currently under design, and will be built under separate contract(s). The main access road serving the site, Wallace Creek Road, is currently under design and construction, also by separate contract. The approximate Solicitation Release Date is anticipated to be middle November 2010, and will be posted on the NECO and FedBizOps websites. This solicitation, including all specifications, will only be available in downloadable electronic format. ALL DOCUMENTS will be in the Adobe Acrobat PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website. Contractors will be searched against the Excluded Parties List (EPL) to ensure they are eligible for Federal contract awards.
