- Non-core retaining/webbing strap items for SPM5L5-10-R-0013 attached. The DLA Land & Maritime Detachment SMSG will be soliciting requests for proposals from business entities interested in supporting worldwide demand of various Federal Stock Class (5340) fully competitive Retaining/Webbing Straps items. Solicitation SPM5L5-10-R-0013 is being issued to support this initiative for depot stock replenishment. This initiative will fall under FAR Part 12 Commercial Items procedures. Radio Frequency Identification is required. The initial solicitation will require pricing for 79 core NSNs. The delivery requirement will be 120 days. The first NSN is 5340-00-072-0107. The annual estimated quantity for the first NSN is 420. There are 78 other NSNs with various quantities. This initiative has 84 additional items (Non Core) in the universe which may be added on a post award basis via the Add/Delete Clause as demand warrants - see spreadsheet attached for Non Core items. This list of Non Core items is not all-inclusive and any competitive retaining/webbing strap item may be added under this clause. To obtain a copy of the drawings for the Retaining/Webbing Straps Solicitation after opening, access the C folders located on the following website: http://www.dibbs.bsm.dla.mil. Vendors may either click on the Tech Docs icon next to the solicitation number on the DIBBS RFP/IFB screen or they may log directly into C folders and then search for specific solicitations. Once into C folders vendors will use the same navigation procedures that are currently used to access Request for Quotation (RFQ) technical data. Subject solicitation will be issued as a Total Small Business Set-Aside with the resultant being an Indefinite Quantity Contract (IQC) for two (2) base years and one (1) additional one-year option. In determining contract awards, the Contracting Officer will make a comparative assessment of the offerors performance risk by using the Automated Best Value System. Solicitation SPM5L5-10-R-0013 is expected to be issued approximately 11 November 2010 at https://www.dibs.bsm.dla.mil. No hard copies of the solicitation will be available. All responsible sources may submit a proposal which shall be considered by the agency.
