- USDA, Natural Resources Conservation Service in Michigan plans construction at the Quincy Smelter Site, Torch Lake EPA Superfund Site project located in Houghton County, Michigan. Major items of work are as follows: Cover material (6.5 AC); Seeding and Mulching (6.5 AC); Regrading (lump sum); Access Road/Gravel Cover Material (2,301 Sq. Yards); Lined Channel/Shoreline/Slope Protection, Riprap, D50=6" (705.3 CY); Two Rail Rustic Fence (1,171.8, LF) and Gate (4 EA). The duration of the contract is approximately 30 calendar days from the Notice to Proceed. Any contract resulting from this solicitation will be a firm fixed price contract. The North American Industry Classification for this acquisition is 237990 and the size standard is $33.5 million. This solicitation is issued as a Small Business set-aside. The magnitude of proposed construction is between $250,000 and $500,000. The solicitation package along with the specifications and drawings will be issued as an Invitation for Bid and will be available for downloading from the Federal Business Opportunities website at www.fbo.gov on or around November 4, 2010. A site visit will be held on December 1, 2010 at 1:00 P.M. (EDT) at the UPPCO Building, 600 East Lakeshore Drive, Houghton, MI 49931. The bid opening will be held at the same location on December 9, 2010 at 1 p.m. (EDT). A Notice to Proceed is expected to be issued on or about June 1, 2011 with construction to begin within 10 days of issuance. Liquidated damages will be assessed at $1,060 per day. The Davis-Bacon Act Wage Determination No. MI100064 dated October 1, 2010 applies. This project is subject to the availability of funds. Notification of any changes to this solicitation (amendments) shall be made only on the internet. It is therefore the contractor's responsibility to check the above listed web address daily for any posted changes to this solicitation. Downloading from the internet is free of charge; however, specifications and drawings may take a considerable amount of time to download. Telephone and fax requests will not be accepted for request for copies of the solicitation. PLEASE NOTE: Contractor will be required to follow the USDA, NRCS Safety Plan and all site workers including subcontractors will require the 24-hour Hazwoper Training prior to any construction activity. No material from the job site, including cleared and grubbed material, will be burned on or off site. This is a requirement of the Environmental Protection Agency (EPA). E-mail all questions to the Contracting Officer, Gay Mullen, e-mail gay.mullen@mi.usda.gov. All Contractors must register with the Central Contractor's Registry (CCR) database at www.ccr.gov. The CCR Customer Assistance Center can be contracted toll free at 1-888-227-2423. The first step to registering is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun and Bradstreet (D&B). To request a DUNS number call D&B at the toll free number 1-866-705-5711. Obtaining a DUNS number through this process is free of charge. It behooves anyone who is submitting a quote to begin the process as soon as possible since it can several days or longer to complete. Failure to register by close of business on the third day after notification of possible award by the Contracting Officer may cause a rejection of your offer. Prospective contractors also must complete electronic annual certifications and representations at http://orca.bpn.gov in conjunction with required registration in the CCR database. Prospective contractors shall update the certifications and representations submitted to ORCA as necessary, but at least annually, to ensure they are kept current, accurate, and complete.
