- SOURCES SOUGHT NOTICE FOR REPAIRS TO SUBSTATION TWO AT NAVAL BASE KITSAP-BANGOR, WA. The Naval Facilities Engineering Command, Northwest, is seeking certified HUB Zone small businesses, certified 8(a) Small Disadvantaged Businesses, and Service Disabled Veteran Owned Businesses capable of performing repairs to Substation Two at Naval Base Kitsap - Bangor, WA. A description of the project follows: The exterior electrical work at substation 2 will include replacement of the existing 115-kV switchyard transformers, circuit interrupters, transmission system busses, SCADA controls, and expansion of the substation grounding grid system. The substation fenced area will be expanded and will require additional perimeter fencing. Security CCTV cameras and access control systems will be included as well. The interior electrical work inside bldg. 2810 at substation 2 will involve removal of the fire damaged switchgear and installation of a new ring bus switchgear system with fault tolerant design features, new electrical feeder installation, and new station batteries with station battery chargers. New digital microprocessor based protective relaying and SCADA communications connections using DNP3 protocol will be included in the project for each 15-kV vacuum breaker. Also, the existing 1.5 megawatt generator and associated diesel engine will require a major overhaul as part of this contract. The interior building work inside the substation 2 existing control building 2810 will include new light fixtures & receptacles, new interior office walls, new fiber optic communications connections from a fiber optic rack to the new relays, and SCADA graphics development for the new relay control systems. The project to repair the fire damaged substation is currently under design. The project is estimated at approximately $10,000,000 to $12,000,000. Commissioning of the new substation electrical system will be required by a NETA certified testing agency. All certified HUB Zone small businesses, certified 8(a) Small Disadvantaged Businesses and Service Disabled Veteran Owned Small Businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. The appropriate NAICS Code is 236210 with a $33.5M size standard. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUREST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. It is requested that interested sources submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the requested services identified in this survey. This documentation shall address, as a minimum, the following: (1) Company profile to include number of employees, office location(s), DUNS number, CAGE Code, and statement regarding small business designation and status. (2) Relevant Experience, no more than three (3) projects, to include experience in performing efforts of similar size and scope within the last five years, including contract number, indication of whether a prime or subcontractor, contact value, square footage, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (3) Statement regarding Bonding Capabilities.
