Description
ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: VA Medical Center, Columbia, South Carolina is seeking qualified A/E firm to furnish professional services necessary to transform the existing boiler operation into an energy efficient operation in accordance with the steam study options selected by the VA. The schematic level design from the steam study will be the starting point for the development of construction documents. The A/E will be responsible for phasing recommendations, planning, consultation and visits, design work, hazardous material abatement plans, preparation of contract drawings and specifications for construction bidding, perform constructability reviews at each design review, accessibility for maintenance and operation of all systems, complete or update the statement of conditions compliance document, preparation of cost estimates, participate in the reconcilitation of VA and A/E cost estimates, perform energy review & analysis, drawings and specifications, preparation of cost estimates and construction period services as necessary for hazardous material abatement, demolition, construction, inspection, testing and certification of all work for referenced project. The estimated construction cost for this addition is $5,000,000 and $9,000,000. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns and the award of a firm fixed-price contract is anticipated. The NAICS Code for this acquisition is 541310 and the applicable Small Business Size Standard is not more than $4.5M is annual gross revenues averaged over the past three years. Interested parties shall ensure current State Licensing, and shall have current registration in the Central Contractor Registration (CCR) database at http://ccr.gov, verified status in VetBiz Information Pages (VIP) at http://vip.vetbiz.gov, and reporting to VETS 100 program https://vets100.dol.gov/vets100login.htm. Effective October October 1, 2010 requirement for CVE SDVOSB verification mandatory prior to award. Due to the requirement for site visits and coordination on design reviews, the area for consideration for this acquisition is restricted to A/E firms with a operating office located within 120 miles radius of the VA Medical Center Columbia, SC. Team proposed for this project b. Proposed management plan c. Previous experience of proposed team d. Location and facilities of working offices e. Proposed design approach f. Project control g. Estimating effectiveness h. Sustainable design i. Miscellaneous experience and capabilities in the following areas: value engineering, life cycle analysis, CPM, fast-track construction, energy conservation, new energy sources, environmental assessment, specialized experience, CADD and other computer applications j. Awards k. Insurance and litigation Firms will be evaluated by the A/E Evaluation Board, scored, and ranked according to score. The three (3) most qualified firms will be invited to interview with teh selection board, and will again be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. This is not a request for proposals. No material issued and no solicitation package or bidder/plan holder list will be issued.
