Description
This is now the Pre-solicitation Notice for N4008510-R-2880 TIRE REPAIR AND REPLACEMENT SERVICES for Hampton Roads Area of Southeast Virginia The purpose of this contract is to repair and replace tires and associated equipment on base support vehicles and equipment (BSVE) located in the Hampton Roads area of southeast Virginia. The exact locations will be indicated in each Task Order by the Contracting Officer or by each Emall order. This procurement is a single award indefinite delivery-indefinite quantity (IDIQ) contract. The work includes, but is not limited to, providing the Government with an efficient and responsive means to obtain service to provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide General Maintenance and Repair Requirements: All tire repair and replacements services shall be conducted in accordance with the current standards specified by the Tire Industry Association and Federal Motor Vehicle Safety Standards. New Tire Quality: Tires and other related items to be replaced shall be equal to or better than original manufacturer ™s equipment and shall meet all applicable requirements of the Federal Motor Vehicle Safety Standard. Tire Repair Work: Tire repairs shall be accomplished using accepted quality standards and manufacturer ™s specifications and recommendations. The quality of work shall be in accordance with best commercial practices. Tire Repair -Replacement Service Orders: A typical mobile tire repair service will consist of ordering multiple ELINs to complete. Each request for tire repair/replacement service will include all services required to complete the work. All mobile services will include a service call. Below is an example of a typical tire replacement service call. The Government would include in its order the following items: 1. One service call per incident. 2. Replacement tire or tire repair service. 3. Mount and dismount each tire. 4. New valve stems for each tire if desired. 5. Tire Balancing if desired. 6. Disposal for each tire. Procurement Method: Streamlined Procedures for Evaluation/Solicitation for Commercial Items. The solicitation utilizes the Lowest Price/Technically Acceptable Source Selection Procedures which require offerors to submit a technical proposal, corporate experience, past performance, safety, and a price (or cost) proposal for evaluation by the Government. The contract term will be a base period of one (1) year plus four (4) option years. Only the base period of the contract will offer a minimum guarantee of $5,000.00. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six (6) months under the Option to Extend Services clause. This is not a new procurement. Prior contract information exists. Historical ordering information for these services is available for one fiscal year (FY-09) starting October 1, 2008 and ending September 30, 2009. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. IT IS THE SOLE RESPONSIBILITIY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES. All prospective contractors are required to register in the Central Contractor Registration (CCR) database. Failure to register in the CCR database will make an offeror ineligible for award.
