Description
In accordance with FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures, the U.S. EPA National Vehicle and Fuel Emissions Laboratory (Ann Arbor, Michigan) requires an Automatic Kinematic Petroleum Viscosity Tester. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is RFQ-MI-11-00014 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. The U.S.EPA requires offers for the Automatic Kinematic Petroleum Viscosity Tester to MEET OR EXCEED the following minimum specifications: -Instrument shall meet the requirements exactly of ASTM D445, Standard Test Method for Kinematic Viscosity of Transparent and Opaque Liquids (the Calculation of Dynamic Viscosity).-Instrument shall be able to test biodiesel fuels by ASTM D445 as specified in ASTM D6751, Standard Specification for Biodiesel Fuel Blend Stock (B100) for Middle Distillate Fuels.-Instrument shall be capable of testing biodiesel/fossil diesel blends.-Instrument shall be completely automatic.-Instrument shall store the ASTM D445 procedures and various viscometers to be called up and easily run. This may be in the instrument or on an attached PC.-Instrument shall be a complete system, including bath with control, thermometer/thermocouple, measuring head, holder, tube, vacuum pump (if required), reference oils for calibration in the range of diesel fuel and biodiesel, and a microprocessor, or use an attached computer for calculations.-Instrument, as delivered, shall include everything necessary to run diesel samples in the range of 0.5 to 10 centiStokes.-All parts of the Instrument System shall meet the requirements of ASTM D445.-Instrument shall have a bath temperature range of at least ambient to 100 degrees Celsius (212 degrees Fahrenheit).-Bath shall have an accuracy of at least ?0.01 degrees Celsius, and a stability of at least ?0.01 degrees Celsius with water.-Bath shall have a uniformity of at least ?0.01 degrees Celsius at 60 degrees Celsius with water.-Instrument shall contain a real time clock or a time and date stamp on the results from the PC.-Instrument shall have a timer with accuracy of 0.01 second or better.-Instrument shall have a viscosity range of 0.5 to 5000 centiStokes.-Instrument shall have the readout in degrees Fahrenheit.-Instrument shall have built-in over-temperature protection.-Instrument shall have an oil-less vacuum pump with a diaphragm/seal that is compatible with organic compounds, such as Neoprene or similar, if required for operation.-Instrument system shall include a software application package for control and data collection, producing a file that can be imported into standard software such as Excel.-The System shall not include a computer. NVFEL will supply a computer running Windows XP or 2000. The offeror shall supply the software to interface with the instrument, as above, and install that software on the supplied computer.-The software shall provide a printout at the end of the run containing the sample identification, run conditions, and viscosity values, including average viscosity if replicate runs are made. Alternatively, this information may be presented on a report from a printer in the instrument, or both. The former is preferred.-The sample identification field shall support at least 5 digits. The result shall contain at least one decimal place at low viscosities.-The footprint of the Base Instrument shall be no larger than twenty inches by twenty inches, due to very limited lab space. If separate additional power supplies or control units are required, they shall also be limited to the same footprint dimensions of twenty inches by twenty inches, and be able to be located at some distance from the Base Instrument, such as on the floor or up on a rack.-The height of the Instrument shall be limited to 24 inches.-Instrument shall operate on single-phase power that is either 120, 208, or 240 VAC at 60 Hz.-Instrument shall have a minimum of a one year parts and labor warranty. The selected Offeror shall comply with the following commercial item terms and conditions: FAR 52.212-1, Instructions to Offerors - Commercial, 52.212-3, Offeror Representations and Certifications - Commercial Items, 52.212-4, Contract Terms and Conditions - Commercial Items, and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statures or Executive Orders ? Commercial Items. Specifically, in paragraph (b) of FAR clause 52.212-5, the following clauses will apply: 52.204-10, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.225-36, 52.225-1, 52.225-3, 52.225-13, 52.232-33, EPAAR 1552.211-79, EPAAR 1552.233-70. NON-PRICING REQUIREMENTS: All non-pricing requirements shall be directly received by the Contracting Officer ONLY no later than the closing date and time of the solicitation. Offerors shall submit documentation on proposed equipment to demonstrate it meets this requirements minimum spefications. Offerors shall submit either its Online Representations and Certifications (ORCA) OR FAR 52.212-3 Representations and Certifications ? Commercial Items. If a company chooses to submit its Representations and Certifications online, they may do so by going to the ORCA website at https://orca.bpn.gov/. Offerrors shall be registered at the Central Contractor Registration (CCR). If a company is not registered in CCR, they shall do so by going to the CCR website at http://www.ccr.gov. Offerors shall also provide its DUNS and Tax Identification Numbers (TIN). This procurement is conducted under Full and Open Competition under NAICS code 334513 with a size standard of 500 employees. All responsible sources capable of providing the required Automatic Kinematic Petroleum Viscosity Tester may submit a pricing quote no later than 3:00 pm DST November 29, 2010 to the Contract Specialist, Annette Niedermier, via e-mail at niedermier.annette@epa.gov.
