- IMR Web/Video ConferencingNational Park ServiceDenver Major Acquisitions Buying Office (MABO)Lakewood, Colorado 8022810/27/2010 Q1212110003/Amendment 1 This is Amendment #1 to the original solicitation Q1212110003. Please read the contents of this solicitation amendment in its entirety, as information may be added in applicable areas. This amendment is to document the questions and answers that have been received from the initial solicitation posting. The questions, with responding answers, are posted below in section 17. This amendment also provides for the extension of final questions from 10 AM, November 8 to 12 PM (noon) Mountain time, November 10. (Reference section 17) This amendment also provides for the extension of submission of quotations from 12 PM (noon), Wednesday, November 10, to 12 PM (noon), Mountain time, Friday, November 12, 2010. (reference section 12) This amendment also provides and authorizes for quotation submission to be made via email to joseph_gatlin@nps.gov. Quotations may still be delivered in hard copy as originally stated. However, fax submission of quotations will not be accepted. Late submissions will not be accepted. This amendment is also to state that the results of the trial runs will be included in the evaluation of technical capability. NOTE: the affected sections have been changed, in this amendment, to reflect the changes stated above. (1) GENERAL INFORMATIONThis is a combined synopsis/solicitation for commercial services prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) part 13, and as supplemented with additional information included in this notice. **** This announcement constitutes the only solicitation; quotations are hereby being requested and a separate written solicitation will not be issued. **** (2) AWARD INFORMATIONThe National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the responsible offeror whose quotation conforms to the solicitation, is fair and reasonably priced, and is determined to provide the best overall value to the Government, all factors considered. A multi-year contract to include one base year and four optional years is anticipated. The base year will run from the date of award through September 30, 2011. All optional years will run from October 1 through September 30 of their respective year. This request is for the service provider to provide a secure internet based video conferencing service that allows scheduled and impromptu video sessions without the need for operator assistance. This service must be capable of use in video conferencing rooms and among individual PC's. The process for joining a conference must be user friendly and simple, and should require minimal or no software to be loaded on the PC's (and none that requires Administrative privileges). Windows XP and Windows 7 PC's must be supported. Additional information is provided below in the Statement of Work (SOW).. (3) Solicitation #: Q1212110003. This solicitation is issued as a Request for Quote. (4) NAICS code: 518210; Small business size standard: $25.0M. The estimated magnitude of a resulting contract, based on this solicitation, ranges between $25,000 and $100,000, including all optional years.The requested service may also be provided under other NAICS codes, which will be acceptable. Any offers submitted under other than 518210 NAICS, must meet the small business size standards for that NAICS. Small Business size standards may be found at http://www.sba.gov/idc/groups/public/documents/sba_homepage/serv_sstd_tablepdf.pdf This requirement is set-aside for small businesses only. Offers from other than small businesses will not be considered. (5) CONTRACT LINE ITEMS Contract line item 0001: Video Conferencing Service, Base Period (From date of award through remainder of FY 2011 period - September 30, 2011). Quotes shall be made on a per month basis. Contract Line item 0002 (Option Yr 1): Video Conferencing Service, Option period of October 1, 2011 through September 30, 2012. Quotes shall be made on a per month basis. Contract Line item 0003 (Option Yr 2): Video Conferencing Service, Option period of October 1, 2012 through September 30, 2013. Quotes shall be made on a per month basis. Contract Line item 0004 (Option Yr 3): Video Conferencing Service, Option period of October 1, 2013 through September 30, 2014. Quotes shall be made on a per month basis. Contract Line item 0005 (Option Yr 4): Video Conferencing Service, Option period of October 1, 2014 through September 30, 2015. Quotes shall be made on a per month basis. (6) The following factors shall be used to evaluate offers. a) Technical Capability of the offeror to provide the requested service (including results of trial runs). b) Technical features of offeror's service c) Price (7) ORCA REGISTRATIONOfferors shall be registered via "ORCA" at https://orca.bpn.gov/login.aspx or complete and return with their quotation a copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. If registered in ORCA, the offeror must provide their DUNS number in their quotation offering, in lieu of a hard copy of the Reps and Certs. The failure by any offeror to have fully registered at the ORCA site at the time of proposal submission, or failure to provide the ORCA information with their quotation, will be considered as a non-responsive offer, and will be eliminated from consideration for award. (8) CCR REGISTRATIONAll offerors wishing to be considered for this solicitation must be registered in the Central Contractor Registration (CCR) database prior to the approximate date of award (12/01/2010). Registration in the CCR database may be completed via www.ccr.gov, and takes approximately seven (7) days for completion. All offerors must include their DUNS number in their quotation. (9) CONTRACT DESCRIPTIONThe awarded offeror shall provide a secure internet based video conferencing service that allows scheduled and impromptu video session without the need for operator assistance. This service must be capable of use in video conferencing rooms and among individual PC's. The process for joining a conference must be user friendly and simple, and should require minimal or no software to be loaded on the PC's (and none that requires Administrative privileges). (10) DELIVERY SCHEDULE and CONTRACT PERIODThe awarded offeror will be expected to make the conferencing services available within 48 hours of contract award. See item 5 above for contract periods (11) MEASUREMENT AND PAYMENTThe measurement for payment shall be for the quoted firm fixed price per month for the services requested in section 6 above. Payment will be made at the contracted prices. Payment shall be made via Electronic Funds Transfer to the vendor's bank of record, as indicated in the vendor's current Central Contractor Registration. Payments will not be made in advance for more than the current month. (12) QUOTE SUBMISSION & DUE DATEIn order to be effectively and equitably evaluated, all offerors must include information sufficiently detailed to clearly describe the offeror's Technical capability, and technical features of their services offered. Offerors are required to submit a quotation made up of Technical/Quality information, and an individual price quotation for each contract line item. The Government intends to make award without discussions. Offerors should not anticipate or expect discussions or proposal revisions and should therefore submit their best offer. Offerors shall submit their quotations to Joseph Gatlin, National Park Service, 12795 W. Alameda Parkway, Lakewood Colorado, 80228. All quote packages shall be marked "IMR Video Conferencing." Quotes shall be submitted to insure receipt by 12:00 pm (noon) local time, Lakewood, Colorado, Friday, November 12, 2010. The anticipated award date is on or about December 1, 2010. Per this solicitation amendment # 1, quotations will be accepted via email to joseph_gatlin@nps.gov. Quotations will not be accepted via fax. (13) EVALUATION FACTORS FOR AWARD DECISIONThe award of the contract will be determined upon the following factors:-Price-Technical features and capability of the offeror's system, and ability to provide the features as requested in the Statement of Work. (15) SET - ASIDEThis solicitation and any resulting award based on this solicitation is set-aside for small businesses only. (16) SCOPE OF WORK NATIONAL PARK SERVICE (NPS)INTERMOUNTAIN REGIONIMR Video ConferencingSTATEMENT OF WORK (SOW) DESCRIPTION OF SERVICE:The NPS requires a secure internet based video conferencing service that allows scheduled and impromptu video sessions. The service will be used in both video conferencing rooms and among individual PCs. The NPS would like to quickly invite and join new participants. The process for joining a conference must be user friendly and simple, and should require minimal or no software be loaded on the PC (and none that requires Administrative privileges). Windows XP and Windows 7 PCs must be supported. Additional software may be used for those leading video meetings. Optional support of Apple operating systems would be a benefit. Security of any loaded software and transmissions is critical. The product should provide FIPS 140-2 compliant settings for encryption and authentication purposes. On-line (chat) and /or phone support ("help desk") must be available between 8 AM to 5 PM, M-F, Mountain time, to assist with any problems that arise while using the system. A typical conference is estimated to have between 2 to 12 participants, but at times may be more. Optional ability to increase concurrent users for a particular conference would be desired. The NPS would expect an increase in users in the option periods. REQUIREMENTS AND SPECIFICATIONS: -Internet based video conferencing service required. Access must be user friendly and simple, and require no software to join and participate in a conference. (Loading ActiveX or similar in a Browser is acceptable as long as admin rights are not required.) Software may be required for meeting leaders. Both video conference rooms and individual PCs (with and without cameras) must be supported.-Features desired: oUser Friendly and simple for users to join a video conference. User Friendly and simple for a meeting Leader to set up and announce a conference.oSupport audio, including leader control of which audio is turned on.oShare the PC desktop (meeting leader to control) of either the leader or a participant.oShare various applications to include Microsoft Office apps - Word, Excel and PowerPoint. Both for collaboration and to give a presentation.oSupport online text Chat while in the Video conference.oConference leader must be able to control access to each video conference (ex. Password).oMeets security requirements -"Technology should meet Federal Government IT Security Best Practice Standards (for example, http://csrc.nist.gov/groups/SMA/fasp/index.html)"Should provide FIPS 140-2 compliant settings for encryption and authentication purposes.oRecording of video and audio portions of sessions.-Online scheduling tools would be helpful (unless there is unlimited access)-"Help Desk" support, between 8 AM to 5 PM, Mountain time, M-F, to provide assistance when setting up or running a conference. Or to assist with any problems joining various Windows XP / Win 7 clients to a video conference.-Available bandwidth will vary greatly for different users. Being able to monitor and adjust the bandwidth usage would be desired (ex. adjust frames / sec or video resolution).-Being able to participate in a demonstration of the service would be useful. The offeror shall provide as a part of their quotation, up to but no more than 48 hours, access to the offeror's internet service system for the NPS to review and access the offeror's video conferencing services for the NPS to sample the services offered. This viewing period shall make all accesses available as would be provided upon contract award. The NPS will not access the offeror's system to conduct actual video conferences for anything more than to test the services offered, to determine that the offeror's service will meet the NPS requirements. After receipt of quotations, the NPS will coordinate with the offeror's provided contact person to schedule the trial run period. (17) QUESTIONS Any questions shall be submitted in writing via email to joseph_gatlin@nps.gov. Questions will not be accepted via telephone. Any questions submitted with pertinent information for quotation submission will be made available via a solicitation amendment. Questions received after 12 PM (noon) local time, on Wednesday, November 10, will not allow adequate time for solicitation modifications, and will therefore not be accepted. QUESTIONS AND RESPONSES The following is a list of questions that was received after the posting of the original solicitation. Responses are provided. 1.Has the agency sought or had any similar capabilities presented by any COTs vendors?Response: No 2.Are the evaluation criteria weighted in the stated order and by how much percentage given to each element? Response: The non price evaluation criteria, as stated in section 6 of the solicitation, technical capability and technical features, are listed in order and are considered to be of equal rating. (50% each). All evaluation factors, other than cost or price, when combined, are approximately equal to cost or price. 3.How many end users? Response: The typical conference will have 12 or fewer participants. 4.How many shared PC's? Response: The typical conference will have 12 or fewer participants. 5.What is the estimated number of users per month? Response: typically 10 to 15 conferences per month with the expectation that it could be as high as 30 at times. Each conference estimate will have 12 or less users. The number of expected users is likely to increase in the optional periods. 6.How many sites? Response: This varies, and the need is for flexible, non-site specific connections. Many sites will have the equipment to connect. 7.What are the physical addresses and area codes with prefixes? Response: This varies, and the need is for flexible, non-site specific connections. Many sites will have the equipment to connect. 8.What type of sites, high definition and/or standard definition, Polycom or Tandberg? Response: The provided service must be able to use equipment ranging from full HD conference/board room setup to an integrated laptop camera and microphone. NO to polycom or Tandberg. 9.Will the endpoints support the security as stated in the RFQ? Response: Yes 10.How much bandwidth (video quality) does the NPS want to have at each site? Response: This is not applicable. The NPS will use an existing data network. 11.Does the NPS expect the web conferencing service provider to provision endpoint IP addressing or will the client's private network addressing schema be utilized? Response: NPS will be using our own internal IP address schema. 12.What ala carte service does the NPS desire, recording, DCP, streaming, audio add in, data view, etc? Response: Recording, streaming, Audio add in, data view, white board, chat capabilities 13.What are (or estimated) the meeting volumes to be like? Response: approximated 10-20 meetings per month, but varies, and is likely to increase due to current budget concerns and travel restrictions. Usage is expected to increase in the option years. 14.What is the estimated average number of sites per call? Response: 2 to 4 15.Does the NPS want to utilize existing network interconnectivity to provide a path for video conferencing traffic or should the web conferencing service provider provision new network for the exclusive use by endpoints? Response: NPS will be using our existing data network for this purpose. Additional data circuit provisioning is not needed as part of this solicitation or requirement. 16.What is the average duration of calls? Response: 1 to 2 hours 17.Self Service vs. Producer assisted ratio? Response: complete self service required 18.Is this a new contract? Response: Yes End.
