Description
DEPARTMENT OF VETERANS AFFAIRS VISN 10 FOR OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, the use of other than full and open competition for the proposed contractual action is hereby approved pursuant to the authority of FAR 6-302-1(2), Only one responsible source and no other supplies or services will satisfy agency requirements. 1.Identification of Agency and Contracting Activity The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, Brecksville, Ohio, 44141, VISN 10 Contracting Activity, Acquisition Management Service 2.Nature/Description of Action This activity proposes to solicit with Mahall Enterprises, a Small Business, for a weekly full service maintenance contract. This contract will consist of a base year with four (4) option years. 3.Description of Supplies/Services This service maintenance contract will include regular inspections of the Brecksville facility's bowling alley. There are six Brunswick automatic pinsetters Model A-1 and A-2 that require service and/or replacement parts. This service maintenance contract will include calibration, cleaning, lubrication, adjustments and replacement of components with restoration of pinsetters to operable condition. Total Value: $91,104.77 4.Identification of Statutory Authority 41 U.S.C.253(c)(1) 5.Rationale in support of citation in Paragraph 4 above: It is in the Government's best interest to sole source a contract with this contractor. The vendor that serviced the prior contract for the Brecksville bowling alley passed away in 2010. The equipment is 30 years old and there are no other contractors that provide service or replacement parts besides Mahall Enterprises. Mahall Enterprises assisted the previous contractor with servicing the equipment and has inherited all of the parts necessary to service the bowling alley. 6. Determination of a Fair and Reasonable Cost The Contracting Officer has determined that the anticipated cost to the government to be fair and reasonable and the best value for the Government. 7. Market Research Prior market research resulted with only one small business identified. 8.
