Description
Notice of Intent to Award a Sole Source Award to Ohio State University (OSU)The U.S. Environmental Protection Agency?s (EPA) Office of Atmospheric Programs (OAP), Climate Change Division, intends to award a sole source Time and Materials contract to Ohio State University (OSU) on or about December 1, 2010. The North American Industry Classification System (NAICS) code is 541620. Market research was conducted in an effort to determine if other firms were capable and could respond to EPA?s technical requirements. The single response to EPA?s sources sought notice along with consideration of other market research, contributed to the determination that there is only one responsible source capable of meeting these technical requirements. This notice is not a request for technical and cost proposals and EPA is not liable for any costs that may be incurred by an interested party should it decide to respond to this notice. The work is to advance CEB?s terrestrial emissions, mitigation, and impacts analyses capabilities by enhancing global economic modeling of both detailed forestry and agriculture land-use and market activity and general equilibrium modeling of the relative role of forestry and agriculture in the global economy. The contract award will be a 12 month base year and two, 12 month option periods for a total of 36 months (3 years). Any firm that believes it has the ability to meet the Government's requirements may provide a written response to Margaret Kline, Contracting Officer at kline.margaret@epa.gov by November 19, 2010 2:00 p.m. EST. The Government reserves the right to not make an award for this requirement.
