Description
SPAN checklist USAF requirements part 2 USAF requirements part 1 DRAFT SOW This is a Sources Sought notice to identify small businesses that can perform the below services. The DLA-Document Services agency intends to advertise and award up to four Indefinite Delivery Indefinite Quantity (IDIQ) contracts for a base period of five years, each with an option to extend for up to five additional years, to provide flat rate (unlimited use) copier machine/multifunctional device services to support U.S. Air Force (USAF) customers within the 48 contiguous United States, Alaska, Hawaii, District of Columbia and U.S. territories. Task orders will be issued for 48 month periods after the completion of a reverse auction. The Government estimates placing approximately 2,000 devices per year throughout the regions mentioned above. The vendor will install and service the devices in accordance with a Statement of Work that specifies standards to maximize up time for the devices. The services will be flat rate regardless of the number of copies made and will include all supplies (except for paper), parts, and maintenance. The Government will not take title to any of the devices. Any resulting small business set aside contract will include the following clause: FAR 52.219-14 -- Limitations on Subcontracting (Dec 1996) (a) This clause does not apply to the unrestricted portion of a partial set-aside. (b) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for -- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. (2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. (3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. (4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees. Draft statements of work and testing criteria have been attached for reference. Any small business that is capable of performing these services and can comply with the above clause is invited to submit a capability letter to the below individual by 7:00 AM November 15, 2010.
