Description
An RFP will be issued, on or about November 22, 2010, for the continued Operation of the two (2) Job Corps Centers in New York City: the South Bronx Job Corps Center located at 1771 Andrews Avenue, Bronx, NY 10453 and the Brooklyn Job Corps Center located at 585 DeKalb Ave., Brooklyn, NY 11205. Job Corps is a national residential and non-residential training and employment program, administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations for the two (2) Centers and Outreach/Admissions (recruitment, Brooklyn site only) & Career Transition Services (Job Placement and Graduate Support Services, both sites). The contract will have a 2-year base period, October 1, 2011 through September 30, 2013, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about November 22, 2010. It can be obtained from FedBizOps (http://www.fedbizopps.gov/). The average capacity for each of the Centers are, 1) South Bronx - the Center's OBS is 275 youth of which 200 are residential (100 males and 100 females) and 75 non-residential (35 males and 40 females), 2) Brooklyn - the Center's OBS is 210 non - residential youth of which 105 are males and 105 females. The successful Contractor will also provide Outreach/Admission Services, recruiting 250 Students to the Brooklyn Center (125 non-residential males and 125 non-residential females). Career Transition & Support Services will also be provided for both sites for approximately 652 youth of which 437 are graduates and 215 for former enrollees: 1) South Bronx - 248 are graduates and 160 for former enrollees and 2) Brooklyn - 189 are graduates and 55 for former enrollees. A Pre-proposal Conference and Site Visits are scheduled for December 1, 2010. The following exclusive itinerary is provided (no variations): The Pre-Procurement Conference will take place at the South Bronx Job Corps Center on Wednesday, December 1, 2010 at 9:00 a.m. (EST - local time). The Center is located at 1771 Andrews Avenue, Bronx NY 10453, Telephone Number (718)731-7700. A tour of the Center will take place immediately after the conference. A tour of the Brooklyn Job Corps Center will take place on Wednesday December 1, 2010, at 2:00 p.m. (EST - local time). The Center is located at 585 DeKalb Avenue, Brooklyn NY 11205; Telephone (718)623-4001. NOTE: The Pre- Procurement Conference will only take place on December 1st at the South Bronx Job Corps Center. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, prior to attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a Notice of Intent to Attend New York City Job Corps Center Pre-Procurement Conference & Tours to: Tom Pendleton, Office of Contract Management - Employment & Training Administration, JFK Federal Building, 25 New Sudbury Street, Suite E-350, Boston, MA 02203. All Notices of Intent to Attend should be received by this office no later than November 23, 2010. Attendees are required to stop in at the front desk of the Administration buildings at each of the Centers to acquire a security pass and gain instructions as to where the conference and tours will be held on each Center. Please do not perform any unescorted tours of the Centers. No requests for variations of the Conference and tour itineraries will be considered. Only formally scheduled tours will be provided as part of the conference. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed at the conference. While all questions, and resultant answers, will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Questions should be received by the contracting office no later than November 23, 2010. Lodging and subsistence are the responsibility of attendees. The successful Contractor shall provide Academic and Vocational Training, Student Outreach Service (recruitment for the Brooklyn Site only), Career Transition/Support Services (Job Placement and Graduate Support Services), operate Counseling & Residential Living programs, and provide the following support services: Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall also provide overall Center Management and Administration as follows: Contract and Personnel Management, Staff training, Financial management, Procurement and Property Management, Facility Operations and Maintenance, Security and Safety services, Community Relations and Public Information. Proposals in response to the RFP will consist of an Oral Presentation and written submissions as described in Section L of the RFP. All written proposal submissions shall be due no later than Friday January 21, 2011 at 12:00 p.m. (noon, local time) to the Job Corps Contracting Office address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
