Description
The Government is seeking professional design services from an architect-engineering (AE) firm to develop construction contract drawings and specifications for an addition to the Research Office Building at the VA Pittsburgh Healthcare System, University Drive Division, Pittsburgh, PA 15240. The proposed contract is set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concern. The project involves construction of three elevated floors connected to the main level of the new office building. The entire project will be developed for the upgrades and expansion of animal research laboratory space. The addition will have: Open laboratory space with wet benches, lab support equipment space, animal research and office space with administrative area for research staff, and new mechanical room. The project will relocate the existing Vivarium Facility from its current location in Building 6 at University Drive to an addition to the north end of Building 30 at University Drive. Building 30 is currently designed and will be constructed in 2011-12. Design will include complete demolition and removal of existing Building 6 following occupancy of the new space. AE is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specification and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications which for available on the Internet at http://www.cfm.va.gov/TIL/. AE shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and PG-18-9 Space Planning Criteria, and PG-18-12 Design Guides. AE will make site visits as necessary to survey existing conditions. All additional references and specifications are available in VHA's Technical Information Library at address http://www.cfm.va.gov/TIL/. AE shall field verify every aspect that relates to the project, coordinate visits with the Project Manager. Estimated cost of construction is between $5,000,000 and $10,000,000. The NAICS code is 541330 with the small business size standard of $4.5 million. Interested firms, who are registered as Service Disabled Veteran Owned Small Business (SDVOSB), shall submit three (3) copies of current SF 330 to the attention of Angelamarie Scott, Contracting Officer, Room 2A-229, Building 70, 2nd Floor, 1010 Delafield Avenue, Pittsburgh, PA 15215. Due date for SF 330's is Monday, December 6, 2010 at 1:00 pm. This is not a request for proposal.
