Attachment 3 - NDA Attachment 2 - TO 1 PWS Attachment 1 - Addendum/PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation BPD-SIG-11-R-0004 is issued as a Request for Proposal (RFP). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. The NAICS code is 541211 and the size standard is $8.5. This is a small business set aside. A list of clins can be found on the attached task order performance work statement The Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP) is seeking assistance from an outside consultant (Contractor) to independently analyze invoices for legal services (fee bills or invoices) received from law firms contracted by the Department of the Treasury's Office of Financial Stability (OFS), performing legal services in support of the Troubled Asset Relief Program (TARP). It is the governments intent to award an Blanket Purchase agreement (BPA) purchase order that will be valid for 2 years from the date of award The BPA Price Proposal shall be submitted separate from the BPA Technical proposal and the Task Order 1 Proposal. The provisions at 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008), applies to this acquisition. Addenda to this provision are attached. The provisions at 52.212-2, Evaluation - Commercial Items (JAN 1999), applies to this acquisition. The following factors shall be used to evaluate offers: Technical Capabilities, Past Performance, Price. Addenda to this provision are attached. Offerors are to include a completed copy of 52.212-3, Offeror Representations and Certifications - Commercial items (OCT 2010), with their offer. 52.212-4, Contract Terms and Conditions - Commercial Items (JUNE 2010) applies to this acquisition; Addenda to 52.212-4 are attached. 52.212-5, Contract Terms and Conditions Required to Implement Statures or Executive Orders -Commercial Items (OCT 2010) applies to this acquisition.
