- SOURCES SOUGHT to locate interested vendors with the capability of developing and performing a Statement of Work (SOW) that shall demonstrate the offerors approach to satisfying the requirements of the Defense Video and Imagery Distribution System (DVIDS) integrated environment and the technical interworking of all DVIDS legacy systems. MISSION STATEMENT: The DVIDS program mission is to serve as a turnkey operation that facilitates requests for Public Affairs video, audio, still imagery, print products; coordinates live interviews with military personnel and provides an archive for ongoing operations. This is a Sources Sought to find interested parties to this procurement. There are three NAICS codes that apply to this procurement as follows: A.517410 Satellite Telecommunications - provide telecommunications services by forwarding and receiving communications signals via a system of satellites. B.334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing - industry primarily engages in manufacturing radio and television broadcast and wireless communications equipment. C.541512 Computer Systems Design Services - industry primarily engages in planning and designing computer systems that integrate computer hardware, software, and communication technologies. The proposed contract will have a base period with four (4) option years. This requirement for DVIDS ground satellite terminals network currently consists of approximately 196 terminal legacy systems (as of 29 OCT 2010) with estimated new system purchases of 25 100 over the course of the first year and 25 75 over the course of each successive four (4) one-year periods (if options are exercised). A statement of objectives (SOO) is available to aid vendors in understanding the mission requirements and submitting capability statements. CAPABILITY REQUIREMENTS: Contractor must have the capabilities essential to meet the mission requirements of the DVIDS Hub. The portion of the mission that the contractor must support and provide expertise for is delivery of content (SD and HD video b-roll, SD and HD live video and audio interviews, photos, articles, publications) to the DVIDS Hub after content acquisition. Contractors are not limited to the technology utilized in the legacy DVIDS ground satellite terminals. IE: Current technology is being utilized in the DVIDS Hub to receive an IP feeds for all content types listed above. A Streambox HD decoder is installed in the DVIDS Hub that is receiving IP feeds for HD Live interviews via the current DVIDS Ground Satellite terminals but also can provide the same capability via any decent internet connection. All new technologies are encouraged and welcome. Capable contractors shall possess previous experience developing; maintaining and repairing, 24-Hour Helpdesk services, and training services for systems with the same or similar capabilities as those outlined in the SOO. Responses to this survey should represent the contractors best attempt to demonstrate it possesses the capabilities and experience necessary to meet the requirements of the SOO. INSTRUCTIONS FOR RESPONDENTS: Interested companies who have the necessary capabilities should respond by providing a brief summary of your companys capabilities to include a description of proposed systems, personnel, and related relevant experience. A rough order of magnitude (ROM) is also requested for proposed systems. PLANNING PURPOSES ONLY: All information collected from this market survey shall be used for planning purposes only. Do not mistake this sources sought as a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Please identify any proprietary information submitted.
