Description
The purpose of this amendment is to remove the technical capability factor from the evaluation criteria. Paragraph (viii) FAR 52.212-2 Evaluation-Commercial Items Evaluation now reads: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1. Past Performance. Performance factors, are significantly more important than price. 2. Price- The Government will evaluate offers for award purposes or the total price for the requirement. If the lowest priced evaluated responsible offer is judged to have a Substantial Confidence Performance Assessment Rating that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 3-5 references of "recent" and "relevant" projects that have occurred. "Recent" is defined as; projects within the past three years. "Relevant" is defined as; Performance effort involved essentially the same magnitude of effort and complexity this RFQ requires. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. FAR 13.5 also applies. This announcement constitutes the only solicitation. Quotes are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M3E30272AQ01 and is being issued as a Request for Quote (RFQ). The RFQ format is attached to this combination solicitation/synopsis and will be used to submit quotes. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46 Effective 1 Oct 2010. (iv) This acquisition is 100% set-aside for small business. The associated NAICS code is 561621 with a $12.5 million size standard. (v) Contractors shall submit a quote for Fire Alarm and Sprinkler Preventive Maintenance and repair for the Nuclear Power Training Unit (NPTU), Naval Weapons Station, Charleston South Carolina: A site visit will be conducted at NPTU at 9:00 AM (ET) on Monday, 15 November 2010. All prospective Offerors are urged to attend this conference and are requested to contact Tamara Lee, Contract Specialist at (843) 963-5158, Fax number (843) 963-5183, e-mail address tamara.lee@charleston.af.mil NLT 08 November 2010 if they plan to attend. Special arrangements will be required to gain access to Joint Base Charleston Weapons Station and to NPTU. Offerors are cautioned that JB CHS Weapons Station has visitor control proceedures requiring indivuduals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED. Offerors should allow sufficient time to obtain a visitor pass (requiring valid driver's licence, vehicle registration, and current proof of vehicle insurance.) In addition, to be allowed entry to NTPU, security forms will be required to be turned in to this office NLT 12:00 Noon (ET) 09 November 2010 in order to be placed on NPTU's authorized access list. Details regarding the information required will be provided upon request to Tamara Lee at tamara.lee@charleston.af.mil. All responsible sources may submit a proposal, which shall be considered. This service covers approximately 12 buildings for NPTU located on the Naval Weapons Station, Charleston, South Carolina. The performance period for this service is a basic period of 1 Dec 2010 thru 30 Sep 2011 plus 4 option years. The service required will consist of inspections, tests, preventive maintenance and repair of industrial fire protection equipment and sprinklers in all facilities and the fire suppression systems in all facilities specified in the Performance Work Statement. All labor, vehicles, equipment, tools, materials, supervision and other furnished property and services except as specified in the contract as Government Furnished Property will be provided by the contractor. A firm fixed price indefinite delivery contract is contemplated. All responsible sources may submit a quote, which shall be considered. The format to submit the quote is part of the Statement of Work and is posted with this solicitation. (vi) The base performance period is 1 December 2010 thru 30 September 2011; 1st option is 1 Oct 2011 thru 30 Sep 2012; 2nd option is 1 Oct 2012 thru 30 Sep 2013; 3rd option is 1 Oct 2013 thru 30 Sep 2014 and 4th option is 1 Oct 2014 thru 30 Sep 2015.
