Description
The United States Customs and Border Protection Air and Marine Office has a requirement to acquire professional expertise necessary to maintain and support a diverse assembly of integrated sensors, air movement data, data processing, and telecommunications systems. Air and Marine Operations Surveillance System (AMOSS) that is designated as the Air and Marine Command and Control, Communications, Computers and Intelligence (C4I) system. AMOSS provides surveillance data which support the DHS/CBP/OAM/AMOC mission. The AMOSS system provides a real-time picture of air activity over a wide portion of North America, by processing a collection of external data imposed over a scalable display which allows system operators to discriminate between "normal" and "suspicious" aircraft, vessels, vehicles and other forms of conveyance. One-way or two-way data communication inputs are supplied to AMOSS by means of multiple networked external sources. Data sources include, but are not limited to Global Positioning System(s) (GPS), datasets from various sensors to include plot data, track data, and air movement data. These AMOSS systems includes a mixture of hardware and software necessary to operate at peak efficiency, 24 hours/365(366) days a year, to include weekends and holidays. Operating locations requiring contractor services are at the primary location at, March ARB, Riverside, CA and a smaller complimentary center at the Caribbean Air and Marine Operations Center (CAMOC), at Punta Salinas, Puerto Rico with supporting locations at the Long Range Radar Joint Program Office at Langley AFB, VA and Hill AFB, UT. Work will also be performed at the contractor's test and development location. The government anticipates on awarding a firm-fixed price / cost reimbursement contract for these efforts. The term of this contract is expected to be for one (1) base period with four (4) one year option periods resulting in a potential of five (5) years of performance. The cut-off date for receipt of questions in reference to the Synopsis is November 16, 2010 @ 2:00 PM, Eastern Standard Time (EST). Responses / Answers to the Questions will be posted via amendment on FedBizOpps, no later than November 19, 2010.
