- Synopsis: This is a sources sought notice and synopsis announcement. This is not a solicitation for proposals and no contract shall be awarded from this synopsis. No response will be provided for requests for a solicitation. This sources sought notice is published for market research purposes only. The government will not reimburse contractors for any cost associated with responding to this sources sought notice. Description The mission of the Defense Threat Reduction Agency (DTRA) is to safeguard America and its allies from weapons of mass destruction (WMD) (chemical, biological, radiological, nuclear, and high explosives) by providing capabilities to reduce/eliminate/counter the threat, and mitigate their effects. The Associate Director, Strategy and Plans Enterprise (SP) supports the Director, DTRA and the Commander U.S. Strategic Command (USSTRATCOM) by planning, integrating and synchronizing DoD-wide efforts to Combat WMD (CWMD). The SP Enterprise conducts and supports agency wide strategic level planning activities, DoD-wide and combatant command specific CWMD planning activities, advocates for future DoD CWMD capabilities, provides WMD intelligence support to agency leadership, provides agency liaison officer and area desk support, and supports WMD counterproliferation interagency planning activities to dissuade, deter and prevent the acquisition, development, transfer or use of WMD at home and abroad in coordination with our friends, allies and partner nations. These responsibilities also include technical, managerial and staff functions required to: plan, advocate, integrate, synchronize, and execute CWMD activities in support of DTRA, HQ USSTRATCOM, OSD, the Joint Staff, COCOMs, Services, Intelligence Community, and first responders. Effective October 12, 2010, the DTRA Liaison Office (LNO) and Area Desk Officers (ADOs) were realigned to be under the DTRA/SP Enterprise. The DTRA A&AS procurement for the DTRA/SP/Advanced Systems and Concepts Office (ASCO) is being conducted under a separate acquisition from this effort. To assist in the fulfillment of this mission DTRA/SP is seeking one or more interested sources capable of providing dedicated and unbiased advisory and assistance services (A&AS) support underwritten by an earned reputation as a "trusted agent". A&AS support for SP requires the contractor to fully support SP's mission and requirements as well as supporting coordination of these activities with other Enterprises within DTRA. Potential sources either alone or with appropriate teaming partners must have demonstrated CWMD expertise in order to assist SP by providing subject matter expert information, advice, opinions, alternatives, analysis, evaluations, recommendations, operational and technical support, designs, training, and day-to-day administrative logistical support. Potential sources either alone or with appropriate teaming partners must have demonstrated subject matter expertise (SME)s to provide A&AS support to the SP Enterprise. Qualified sources shall assist SP by providing requisite WMD and CWMD information, advice, opinions, alternatives, analyses, recommendations, strategic and operational level planning and technical support, training, day-to-day administrative support and any other reasonably foreseeable and related functions associated with the execution of A&AS functions as allowed by law to assist SP and its division/functions. These include but are not limited to: Capabilities and Assessments, Plans, Threat Reduction Advisory Committee, Strategic Planning Office; Liaison Office, Area Desk Officers, WMD Elimination and also the following areas as outlined below: 1. Support of all SP strategic and operational level planning and execution mission needs by providing SME advice and assistance in the physical sciences, biological sciences, public health and environmental sciences, systems engineering planning, strategic, operational and tactical level planning and execution, program management, international relations, and regional studies expertise as applicable to each of the geographic combatant commands. 2. Provide the capability to conduct Government-hosted local meetings, conferences, symposiums and exercises by providing facilities to include rooms, projection equipment, sound system, and video-teleconference system and surge support staff to facilitate the meeting. A main conference room should capable of accommodating up to 150 personnel. Additional conference rooms should accommodate up to 30 personnel. 3. Provide the capability to conduct Government-hosted local classified meetings, conferences, symposiums and exercises that meet security, counter intelligence, anti-terrorism and technical requirements for up to TS/SCI discussions and documents with up to 400 participants in plenary session, with additional break-out/working group rooms that can accommodate approximately 70 to 90 attendees, as well as an appropriate number of supporting personnel that possess a TS/SCI security clearance to prepare for and provide support during these events. 4. All personnel working this effort must be U.S. Citizens and possess a DoD TS/SCI level clearance. A limited number of junior administrative support personnel must possess at the minimum a DoD Secret clearance and the ability to obtain a TS/SCI clearance. All clearances must be in place prior to contract award. All personnel must obtain or be able to obtain a USG Passport, able to travel abroad and capable to complete and maintain all required DoD certifications(s) within 3-6 months of hire. Additional requirements apply for liaison officer support personnel designated as deployable. 5. A&AS personnel working on site will be in their appointed place, at a minimum, from 0800 - 1630 (local), Monday - Friday unless otherwise directed. Where on-site office space is not provided, the government expects the Contractor to have contractor supplied office space within 25 miles of the location of DTRA so the government has immediate access to the contractor. For contractors located off-site DoD certified access to DoD unclassified and DoD classified SECRET storage, work area and computing systems is required. 6. Provide an orderly, complete transition support from the incumbent A&AS contractor, including preservation of and uninterrupted access to all program information stored and maintained in the incumbent's information/document management system. Provide all program management, human resources and execution support to manage and execute this advice and assistance effort. 7. Provide expert planning advice and assistance for development of joint CWMD strategy, plans, policy and doctrine to improve DoD and USG-wide efforts in planning, doctrine development, education, and synchronization of CWMD efforts and activities. Conduct DoD planning, develop and review doctrine, campaign, operational and concept plans and strategies; develop operational, planning and execution orders and commander's estimates; develop Agency contingency and continuity plans and provide operational level expertise; develop and conduct education and training, including but not limited to mobile training teams; conduct research on CWMD activities and trends for use in planning products and activities. 8. Provide scientific, technical, and analytical support and recommendations to assess capabilities and advocate for material and non-material solutions for the war fighter. Analyze and conduct research on current and future CWMD requirements, concept development; science and technology programs, experimentation programs, Joint and Service acquisition and capability development efforts and as appropriate USG CWMD activities to enhance DoD CWMD capabilities. Conduct studies on current and possible future CWMD strategies, doctrine, plans and policies; analyze and identify capability gaps and emerging CWMD trends. 9. Provide and develop expert timely technical, scientific, operational and policy-related advice and administrative support to the Threat Reduction Advisory Committee; provide advice and assistance for coordinating schedules, preparing read ahead packages, developing agendas and guest invitation letters, obtaining speakers, facilitating classified meetings, taking classified meeting minutes, facilitation of presentations, disseminating information to panel members through website development and maintenance; prepare and maintain Federal Register announcements; prepare and compose information for Congress and others as appropriate. 10. Provide expert advice and analytical support for strategic planning, performance management and measurement, and organizational assessment efforts. Provide and support strategic and operational level analysis of Agency and DoD-wide strategy, policy, doctrine, decisions, and trends concepts and studies. Provide expertise in international relations and policy focused on CWMD abroad. Support day-to-day office activities to include organizing and facilitating meetings and managing information systems. 11. Provide DTRA liaison officer analytical, operational, technical and administrative support to establish, conduct, and maintain liaisons in all areas of mutual interest and cooperation between the Agency, the COCOMs, the Joint Staff, OSD, the National Guard Bureau and other major DTRA customers to coordinate and facilitate DTRA support across the combating WMD spectrum. Advice and assistance LNO personnel assigned to each of the geographically distributed COCOMs are designated in a deployable status which requires annual weapons qualifications, NBC qualifications, uniform and equipment issue, and various medical and physical requirements. Reference DODI 3020.41, FM 21-20 and weapons qualifications as referenced in FM 3-23.35 and FM 3-22.9. Additional deployment requirements as identified by the applicable COCOM may also apply including deployments which include elements presenting reasonable risks to personal safety. 12. Provide DTRA Area Desk Officer advice and assistance support to ensure a coherent, cross-Agency and cross-DoD engagement, and efficient integration of DoD and other national level threat reduction activities within each of the Combatant Command geographic regions. Support day to day global operations, organizational policy and planning development and project or program support, and provide SME operational and technical information, advice, alternative analysis, international regional study evaluations and recommendations support specific to each geographic combatant command region. 13. Provide advice and assistance to conduct DoD and Joint WMD elimination planning and coordination with DoD WMD elimination related units, combat support agencies, Combatant Commanders other DoD and other USG organizations as appropriate for elimination operations. Support crisis-specific deployments as necessary to augment or establish CWMD mission headquarters. Conduct full-scope broad spectrum elimination mission requirements analysis and identify capability shortfalls and resolutions. Conduct and support full-scope elimination training and exercises for preparation for DoD WMD Elimination wartime missions. Develop and facilitate of after-action-reports and related activities and post exercise products. Provide expertise relating to military Chemical, Biological, Radiological, Nuclear and High Energy Explosive weapons of mass destruction and related weapons systems in areas to include safety; security, personnel reliability; emergency/disaster response; training; transportation and storage; infrastructure; related technologies and research activities. Scope and Timeframe: It is estimated that approximately 50 Full Time Equivalent (FTE) personnel will be required to accomplish these tasks. Once a formal solicitation is released, DTRA anticipates an award for this requirement in June 2011 with a period of performance of five (5) years, predicated upon a base period of one year and 4 option period of one year each.. It is estimated the contract will be approximately $10 million dollars per year. One or more awards of an Indefinite Delivery Indefinite Quantity contract are contemplated. Organizational Conflict of Interest (OCI) Statement: This contract action will employ standard OCI avoidance procedures. As a result, the prime performer(s) awarded a contract will be restricted from providing services to any enterprises and offices in the DTRA, except in an A&AS capacity. Subcontractors to the prime performer(s) for this effort will be restricted only from additional performance for SP and not for the rest of the agency. Other Input from Industry: Included in your response the government also desires, across all aspects of this solicitation, for the prime contractor to utilize teaming arrangements and multiple labor categories as appropriate for various parts of the work scope to maximize cost effectiveness and efficiency (e.g. administrative support services to be provided by junior labor categories). Technical White Paper Capabilities Statement: Sources sought responses shall reflect corporate information and a capability summary reflecting experience directly related to all of the above areas. Responses are to be limited to a Technical Capabilities White Paper of not more than 3-5 pages. Company information shall include qualifications and prior experience in work of this nature, point of contact, phone number, fax number, email address, CAGE Code, DUNS number, business size and small business classification (8a, HUBZone, etc.) as applicable. You should also indicate if your company is providing services under any federal contract or GSA Schedule for A&AS services under FAR 37.2. Specific industry suggestions, views and concerns as to the OCI provisions and any other substantive or procedural aspect of this potential A&AS acquisition are invited. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This synopsis is for information planning purposes only and the Government will not pay or otherwise reimburse respondents for information submitted. Responses shall be submitted no later than 1400 Eastern Time, 09 December 2010. Electronic responses are recommended and encouraged, and shall be submitted to Mr. Sampson Jones at Sampson.Jones@dtra.mil. Non-electronic responses, though not preferred, may be submitted via facsimile to 703.767.4691 to the attention of Mr. Sampson Jones. All documentation shall become the property of the U.S. government. Unless otherwise stated herein, no additional information is available. Requests for the same will be disregarded.
